TCC Minutes, Draft, 4-9-2013
Resort at Port Ludlow

Minutes, 3-5-13
Mike requested a couple of changes in the minutes, and has sent those changes via
email. Minutes should read: “Joy introduced Mike Zimmerman, Washington State
Park Manager for Fort Flagler and including Anderson Lake Park, Mystery Bay, and
Kinney Park.” Carol moved to approve the Minutes as corrected. Jennifer seconded.
Motion passed unanimously.
Bill Roney introduced Judith Morris from Derek Kilmer’s office, and Rita La Ford
from US Forest Service and discussion ensued about ways for all entities to
cooperate to promote tourism. Derek Kilmer’s office does have someone on staff
who looks for grant money, etc, and he may be able to help in an indirect way. Rita
La Ford stated that it was not the role of the Federal Government to be involved in
marketing, and while they may be able to cooperate/support us in our promotions,
they could not do direct marketing at all.
Judith suggested we contact the Peninsula Development District, which has access to
federal funds. Susan Bauer is Director, and this organization meets monthly.
Judith Morris said it is always beneficial to let your elected officials know your
priorities and why they are priorities. Judith cautioned that using snail mail would
delay our message for up to a month while being scanned for safety. It is much faster
to email our message.
Dosewallips Road Repair: Rita La Ford stated that the Dose Road Repair is not on
the 2013 budget. Kitti asked if there weren’t some funds set aside that were
earmarked for those repairs. Rita answered no, that the public process, record of
decision, and update of analysis would all have to be finished first. Jennifer stated
that it sounds like it is our job to bring this matter back into the spotlight so that we
can get a decision made. Rita responded that she could not sign off for repair
without reviewing all information. Jennifer asked if there was anything we could do
to help with that process. Rita responded that there were a number of issues, such
as old growth timber, whether there was a better area for of ADA accessibility.
Discussion. Bill stated that a lot of money had been spent recently on the restrooms
and ADA accessibility, and that it would be difficult to see that wasted. Rita asked if
there were other sites that were more accessible that could be used instead of the
Dose. Discussion.
Rita asked what the objective of the TCC was. Was it narrowly the Dose, or was it to
have greater accessibility from the East side to help the economy of the community?
Discussion. Rita will view the Dose sight as soon as the weather and her schedule
permits. Judith suggested we engage Senator’s Murray and Cantwell as well, and,
she stated, Derek Kilmer invites all of us to meet him in his office in Washington, DC.

PT LTAC - Christina
NW Maritime Center and Crawford Nautical School, a three-generation, 92 year old
school, has formed a partnership to host students in Port Townsend, and will have a
good number of students attending during shoulder season! There is a good article
in the Leader and the PDN.
WTA: The requested amount for Bridge Funding of $1.75 million has been reduced
to $1.25 million at this point. Have been pushing, pushing. There is no concern with
Kevin Van De Wege or Steve Tharinger, who both support tourism, but Jim Hargrove
may need more persuading, though he did vote for the $200,000 that passed the
Senate last week.
Christina invited everyone to the Olympic Culinary Loop quarterly board meeting at
Kalaloch Lodge on Tuesday, April 15. They will be talking about a three-five year
strategic plan. All are welcome to attend a nice reception the night before the
meeting.
Jefferson County Chamber – Teresa
Steampunk happens June, the 7, 8, & 9, and we are anticipating double the visitors.
Are moving forward on the kiosk at the Chimacum Corner Farm Stand. May use
QR codes rather than brochures to eliminate a big stocking issue. May place maps
and guides inside the store.
Are talking about adding a digital version of the bike map on their website
www.visitjeffersoncountywa.com, and making sure the Olympic Culinary Loop is
represented.
Hadlock Days Parade will probably not happen this year, to be discussed at the
next board meeting on April 17. Needs to have a new leader and an organization of
6-10 people from businesses to champion this, but it is not up to Jefferson County
Chamber to run events. Teresa would like to get the lawn mower races back.
Fort Flagler State Park – Mike
June 8-9, 2013, there is free fishing with no license required from WVFW, and also is
National Public Lands weekend with no parking fees or Discovery Pass required.

Jefferson County Culinary had its biggest “Chat n Chew” yet in Lilliwaup.
OPTC – Christina for Diane
There is a quick overview on the I-5 Campaign, Portland to Bellingham, from Debbie
Black (this will be included at the end of the minutes). Thank you to Joy/Elk
Meadows, and Jennifer/Port Ludlow Resort for the Radio and TV getaways. The I-5
point person is Debbie Black. Call her if you want to participate in the giveaway
opportunities.
Apart from the I-5 Campaign, Ryan Malane from the Coho Ferry is coordinating a
campaign for South Vancouver Island in which we are all participating, which is a
radio and TV campaign. Will have a DJ come here to tour East Jefferson County, and
then do a separate tour of the west side. He will tour around, talk about it on the air,
and then there will be giveaways. Contact Ryan if you want to participate in the
giveaways because he is the point person on that campaign.
Joy stated the Oysterama, April 27, just got a huge hit from KING Radio and TV. Lissa
and Adam will have an oyster-cooking booth. Joe and Joy and 4H kids will also have
an oyster-cooking booth. There is a cap of 600 participants and it sells out fast. 8:30
am – 5:00 pm at Hamma Hamma.
Jennifer announced there would be a Wine Maker Dinner at Port Ludlow on April 26
with Camaraderie Cellars.
Mike reported that Brian Cantwell (Seattle Times) and his wife stayed in one of the
Vacation Houses at Fort Flagler and wrote an article about the Fort. There are some
photos on his gallery website. Mike had a bundle of articles that have been written
about Fort Flagler recently, will bring them next time. In addition, Alex Cochran
from Edible Seattle will do the Edible Pedal in September as part of WSU’s Farm
Tour. Fort Flagler will be their base, and will go to a lot of farms.
Joy reported that this month, Edible Seattle has an article on Taylor Shellfish.
Discussion about reduction in visitors caused by State Park’s requirement of
Discover Passes for parking. Mike reported that there was a reduction in visitors,
though when the change to increase two cars per pass occurred, Mike felt people
had become used to the system and numbers increased. When you come to camp,
you do not need a Discover Pass. Mike reported that the Pass dramatically reduced
the number of law enforcement incidents.
April Financial Report
Carol moved to approve the Financial Report as presented. Allison seconded. Motion
passed unanimously.
Quil Museum - Carol
Concert with Lotus Street Taxi is not going to happen, but will be rescheduled.
Linger Longer Outdoor Theater will present The Better Half on June 15 at 6:00 pm.
And Freddie Pink will play on July 20 at 6:00 pm.
Carol reported an all-electronic fund raising kick-starter campaign to support these
concerts, and the campaign is asking for $4,750. Has 27 days left to bring in that
money.
The Campaign for Worthington Park is at $243,000, and that is 81% of goal. The
March Match at the Village Store was great. By the first week, had already met the
$1,000 goal. June 30 is the deadline for the total $300,000.
There will be a car show the third week in September. On the 28 of September, will
th
have a half marathon, which is officially sanctioned by the marathon group, and are
evaluating the course. The run will go through the rural areas of Quilcene.
September 20-21 will be the Quilcene Fair.
Teresa suggested sending info to Karen Anderson at VC, and making VC’s the
conduit for info on local activities and events. Discussion.

Letter to BOCC re: Signing Contracts on Time - Kitti
Discussion about wording. Change TCC’s name in body of letter to read “Tourism
Coordinating Council.” Change wording at end of letter of read, “future contracts be
made available for signature by December 31 of each year and distributions of
funds begins by January 15 of each following year.” Board members signed the
signature page, and instructed Kitti to make changes to body of letter, attach
signature page, then send to BOCC.
Pros and Cons of Non-Profit Status – Kitti
Discussion about which system would fit the TCC. Kitti reminded us that Diane had
told us recently that their organization is a 501c6 corporation and that is what
DMO’s usually are. Carol moved to pursue incorporating into a 501c6 corporation.
Jennifer seconded that motion. Motion passed unanimously.
Trademark – Kitti
Kitti reported on reviewing possible conflicts in name for Visit the Dragon on the
Federal Trademark site, and reported that the fees for applying for the trademark
were not refundable if the trademark was refused, but were processing fees only.
Some legal issues may arise upon examination by the authorities. If the trademark is
not issued within six months, a renewal fee of $75 will be required then and every
six months until issuance for a total of five extension requests. We are planning to
apply for a standard character mark which is the most flexible mark of all mark
depictions and does not reflect the font, size, style, etc, but only the words.
One difficulty is that Kitti could not find what goods and/or services we would have
to register under, and the search function does not give any options. Discussion
about “manner of use.” Joy suggested that we register for a State Trademark, and not
register with the Federal trademark and patent office right now. Consensus was to
pursue that option.
New Member from West End – Joy
Discussion about finding a new member to represent the West End. Kitti will check
with Walter to see if he, or someone on his team, could represent the West End.
Mike will check some possibilities.
Next meeting is tentatively scheduled for Kalaloch Lodge at the West End. Meeting
ended at 12:15 pm.

Advertising Schedule
Cable TV
Two commercials produced for our Comcast cable advertising schedule
began airing on April 1 st. A: 30-second spot integrates all 3 of our messaging
pillars; a: 15-second spot focuses on pillar #1, “Wildlife, Wilderness, Natural
Areas.” Our cable schedule runs through May 12 th with the commercials airing a
total of 1,212 times on networks in the North Seattle, Bellevue/Issaquah,
Tacoma, and Thurston County demos. The commercials were produced by John
Gussman of DoubleClick Productions. Click on the links to view the two spots.

South Sound Magazine’s April/May “Best Of” issue containing our half-
page ad was distributed in late March and is currently on the shelves.
Laurel Black Design has created a great full-page ad for Seattle Magazine’s
May Travel issue, focusing on messaging pillar #2, “Fun, Quirky and Off the
Beaten Path.” The magazine will hit the shelves near the end of this month. The
ad was sent with this report.
Laurel is currently working on our web banners, which will post on
SeattleMagazine.com in May & June.
Radio
Our radio schedules will begin airing in mid-April. The spots will alternate weeks
and where there is opportunity, giveaway promotions will be interspersed with
the paid schedule to extend our on-air presence.

Radio Giveaways Packages
Campaign partners have collaborated to contribute some fantastic new giveaway
packages this spring! Thanks to all of you for your support!
1. Elk Meadows, Pacific Adventure and Pleasant Harbor Marina have
contributed 5 packages including: 1-Overnight stay at Elk Meadows (dbl.
occupancy); 1- Dive adventure (2 tank dive) with Pacific Adventure dive boat out
to Pleasant Harbor Marina on Hood Canal, Brinnon; and 1- Dinner for 2 at
Pleasant Harbor Galley-espresso & Pizza. These packages will be
promoted the week of April 15 th on The Wolf’s “Fitz in the Morning,” drive-time
show, which airs in both Seattle and Portland.
2. The Resort at Port Ludlow has contributed two Grand Prize Packages for 4.
Each package, valued at more than $900.00, includes 2 rooms for an overnight
stay at the Inn, golf for 4 on the Resort’s championship course, kayaking for 4 on
Ludlow Bay, and a $100.00 gift certificate for The Fireside Restaurant. These
packages will be promoted on air and given away via website contests on The
Wolf, Portland during the weeks of April 22 nd and May 6 th.
3. The following two packages come from the Sekiu area.
A 2-night stay for 4 at the Strait Side Resort, a salmon charter fishing trip
for 4 on the 27’ Skagit Orca with Capt. Eric, and a $100.00 gift certificate to
Sekiu’s Café By The Bay. This package will be promoted on air and given away
via a web contest on The Wolf, Seattle during the week of May 6 th.
A Yoga/Wellness Retreat Package for 4, including a 2- night stay in a suite or
cabin at the Strait Side Resort; two morning yoga sessions on the beach
(weather pending) with Certified Yoga Instructor Su Kirk; an “Agate
Wrapping” Class, (jewelry making); a Facial Scrub/Mask Making Class; and a $50
gift certificate to Seki’s Breakwater Restaurant. This package will be
promoted on the OPVB website in April and May, and given away in a drawing to
take place on Monday, June 3rd.
