Minutes of the Monthly Meeting of the Board of Directors
October 13, 2015 (DRAFT)
The October 13, 2015 meeting of the Tourism Coordinating Council (TCC) for CALL TO ORDER
Jefferson County, was called to order at 10:03 am by Chair Bill Roney, noting a
quorum present.
Voting Members present were: Bill Roney, Joy Baisch, Debbie Wardrop, Allison
DuRoi
Friends present were: Philip Morley, Teresa Verraes, Christina Pivarnik
TCC Marketing Coordinator present: Steve Shively
Minutes from previous meeting were reviewed. On motion by Debbie Wardrop, and APPROVAL OF
seconded by Joy Baisch, TCC unanimously approved minutes from the meeting MINUTES
conducted on September 8, 2015. Motion carried.
Steve reviewed the year-to-date October 2015 financials with TCC. Reflected in the APPROVAL OF
review of financials was the on-going, positive, trend in lodging revenue of actuals TCC FINANCIALS
exceeding MTD budget tax revenues by 24.2%. On motion by Joy Baisch, seconded
by Bill Roney, the TCC financials YTD September, 2015 were accepted as received.
Motion carried.
County Administrator Philip Morley updated TCC on inter-meeting work and

conversations held with Roney and Shively.
BUSINESS
All parties share same goal of enabling TCC to best manage the tourism
marketing message on behalf of Jefferson County. Success should look like:
a) Increased financial responsiveness / nimbleness,
b) Fiscal liquidity of approved funds,
c) Administering the most money for Jefferson County tourism marketing.
County has discovered option for administering a Lodging Tax fund checking
account in order to assist TCC with time critical payments.
relationship with TCC vs. TCC proceeding with 501(c)6 filing.
New and nimble checking option is a plus. County reporting requirements for
marketing coordinators 1099 reporting and occasional operational funding gap

On motion by Joy Baisch and seconded by Allison DuRoi, with thanks and gratitude
to Philip Morley and his office for their on-going support and efforts to sustainably
streamline the TCC fiscal operations, TCC unanimously approved moving forward
with 501(c)6 filing. Motion carried.

Steve briefed TCC on on-going advertising emphasis to promote between season -

County LTAC application.
Application incorporated need for updating area representatives along with
Jefferson County Tourism Coordinating Council officers for 2016.
TCC supported presentation, including one-time banked
capacity request from Jefferson County Lodging Tax revenue reserves for
collaboration with OPVB, (and hopefully cities of Port Townsend, Port Angeles
and Sequim), to propose funding and commissioning a scholarly Conversion
Study into Tourism Advertising ROI.
After discussion TCC authorized Steve to submit, on behalf of TCC, 2016 LTAC
funding application for $120,000 marketing / operations budget and $20,000
request for banked capacity of Conversion Study.
Steve, Bill, and all present, reviewed highlights of recent OPTC meeting as well as

preparations and enthusiasm for upcoming Olympic Peninsula Tourism Summit,
-Summit reception
co-sponsored by Fort Worden and OCL.
TCC will have a speaker sponsor display again, and invite all to attend ALL the
activities!
Steve shared thanks to Bonnie Story and updated TCC on the conversationally
successful facilitated marketing measurements workshop titledAdvance Tips &
Techniques to Track the Effectiveness of your Jefferson Co. Tourism Marketing
. Conversion Study recommendation came out of this gathering, inclusive of
promise for additional training / conversation opportunities.
Bill lead TCC on Travel Planner update details. Reminding all that initial edits and

photos are due 11/4/2015.

UPDATES
TCC agreed that Travel Planner narrative emphasis should be placed on three unique
festivals which well represent both geography and key visitor personas:
1)Agritourism County WSU Farm Tour, 2) Music & Arts / Romantic Olympic
Music Festival, 3) Family Travel Festival by the Bay, Port Ludlow
Reporting out on Area Updates was omitted due to time.
