Minutes of the Monthly Meeting of the Board of Directors
January 12, 2016 (DRAFT)
The January 12, 2016 meeting of the Tourism Coordinating Council (TCC) for
CALL TO ORDER
Jefferson County, was called to order at 10:03am by Chair Bill Roney, noting a
quorum present.
Voting Members present were: Bill Roney, Aaron.Terada, Shannon Meyers,
Joy Baisch, Marsha Massey
County Commissioner Kathleen Kler, Christina Pivarnik
TCC Marketing Coordinator present: Steve Shively
Members and friends Excused: Bonnie Story, Debbie Wardrop
Minutes from previous meeting were reviewed. On motion by Joy Baisch, and
APPROVAL OF
seconded by Shannon Meyers, TCC unanimously approved minutes from the

meeting conducted on December 8, 2015.

A sympathy card was circulated for Kyle Forgey
CORRESPONDENCE
condolences for the recent death of his wife. Our thoughts are with him.
Bill reported that BOCC approved position on TCC. Welcome Aaron!
Steve reported notes of thanks and appreciation between TCC members and
Strategic Planning facilitator Ryan Malane for everyones hard work, and significant
accomplishments in the short time of last Strategic Planning meeting.
Steve reviewed the year-end December 2015 financials with TCC. Noting the

successful 24.4% lodging revenue over projection. Resulting in unincorporated
FINANCIALS
Jefferson County amongst the best, while recognizing tourism increases across all
tourism sectors around the Peninsula. On motion by Joy Baisch, seconded by Bill
Roney, the TCC financials Year End December, 2015 were accepted as received.
Motion carried.
County Commissioner Kathleen Kler commended TCC on their Strategic Plan
COMISSIONERS
progress, noting that County LTAC has agreed need to calendar their own planning

meetings to address strategic goals for full County LTAC.
She noted meetings between Bill and County Administrator Philip Morley with
efforts to establish successful and sustainable internal controls within framework of
new TCC Bylaws.
Evidence of recreational marijuana marketplace with $970,000 excise sales tax
generated within County since June 2015.
Good news that Armstrong Boat Builders has located operations in Jefferson
County.
OPTC REPORT
Marsha Massey updated TCC on the strategic planning meeting held recently.
Various OPTC projects underway, including: Desk audit review between OPVB/OPTC
balance, especially when factoring staff intensive projects such as Tourism Summit
and Tourism Planner. Identifying all partners and providing collaborative
representation at OPTC meetings is goal. Feb. OPTC meeting will be at Red Lion,
Port Angeles.
CONTINUING
BUSINESS
Chair Bill Roney lead TCC Council through an Article-by-Article review of draft

Bylaws following direction received at TCC Strategic Planning retreat on Jan. 7.
Considerations for building Bylaws for specifics of current reality vs. designing
sufficient latitude for future growth and development was reviewed throughout.
TCC will take on additional operational tasks related to fiscal administration. While
Bylaws can certainly be revised TCC seeks functional Bylaws with sufficient depth
and breadth so as to enable operations without constant need for Bylaw revisions.

Steve thanked TCC for the continued support and endorsement. TCC reviewed his

supplied report, emphasizing how proactive additions of UTrip and Aurasma will
help enhance both our web presence and our visitor engagement through social
media platforms.
Keyword SEO (Site Engine Optimization) analysis was reviewed, indicating that the
persona. Goal will be to expand the narrative to also include core personas of:
Foodie, Family Traveler and Romantic throughout 2016.
AREA UPDATES
Port Ludlow
success with nearly 130 room nights sold during campaign. LOS (Length of Stay)
average has gone up to 1.8 nights per reservation, indicative of linked activities and
itineraries keeping visitors registered and on Peninsula longer. Development of
mini itineraries and calendar links under way.
Emerald Towns Joy shared enthusiasm for the 170+ person public hearing held
golf course from 18 to 9 holes was most recent concession offered by Statesman
Group. Elsewhere, plenty of road repairs underway due to winter damage.
Fort Flagler Aaron shared that Washington State Parks is implementing a program
of Public-Private Partnerships on properties that have been deemed underutilized.
100 acres of Fort Flagler has been identified as part of an 11 Phase known as a
Recreation Business Activity (RBA). RBAs are privately financed recreation
developments that are intended to provide amenities for park visitors while also
generating revenue to support the state park system.Public comments welcome
through March 31.
Fort Flagler is in the news as one for many State Parks being used by US Navy for
trainings. Activities are on-
Port Townsend Christina shared an impressive recap of the many 2015
accomplishments and gains made by PT Tourism. Looking ahead to feature filming
Go West with largely international and respective tour operators. Credit to
collaboration with group sales at Fort Worden for this networking opportunity.
WTA Christina. Legislative session has just begun. Proposed assessment funding
for state-wide tourism moving forward. Stay flexible and stay alert!

Next meeting of TCC is scheduled for February 8, 2016 10AM at the
Inn at Port Ludlow.
