Minutes of the Monthly Meeting of the Coordinating Council
April 12, 2016 (DRAFT)
The April 12, 2016 meeting of the Tourism Coordinating Council (TCC) for Jefferson
CALL TO ORDER
County, was called to order at 10:03am by Chair Bill Roney, noting a quorum
present.
Voting Members present were: Bill Roney, Marsha Massey, Allison DuRoi, Joy
Baisch, Aaron Terada, Larry McKeehan, Debbie Wardrop, Joy Baisch, Celone
Telling
TCC friends present: Kathleen Kler, Christina Pivarnik, Teresa Verraes
TCC Marketing Coordinator present: Steve Shively
Minutes from previous meeting were reviewed. Moved for approval by Joy Baisch,
APPROVAL OF
Second by Allison DuRoi, Chair Bill Roney, called for TCC vote approved minutes

from the meeting conducted on March 8, 2016. Motion passed unanimously.
Steve reviewed the March 2016 financials with TCC. Noting that JeffCo. reports
APPROVAL OF TCC
for March have been posted with positive 7.0% monthly performance over
FINANCIALS
budget, and YTD 25.2% ahead of budget. While not a record breaking as
February, the County lodging tax revenues continue to provide impressive
results. Gaining an understanding on Airbnb lodging tax contributions remains
elusive Commissioner Kler invited correspondence with JeffCo. Treasurer and
TCC in effort to assist with researching transient rental lodging incomes
without exposing prohibited individual business identifications.
Steve reported that County Council just passed resolution for creation of
edicated to TCC. Logistics and process still to be
determined.
Steve reported preparations for opening 2016/17 set of TCC books on July 1 in
preparation for the potential of eventual TCC fiscal administration should 501
(c)6 become a reality.
On motion by Joy Baisch, seconded by Allison DuRoi, the TCC financials for March
2016 were accepted as received. Motion carried.
COMISSIONERS
County Commissioner Kathleen Kler shared:
REPORT
Good news of busy activities she recently experienced in Forks. Applause and
appreciation for Kyle, Lissy and all our west-end tourism supporters.
TCC updated regarding the Pacific Northwest Trail. Beginning near the
Continental Divide in Glacier National Park and traveling more than 1,200 miles
through Montana, Idaho, and Washington before reaching its western terminus
at the Pacific Ocean near Cape Alava.
County is working on succession planning with numerous County leadership
positions facing near-term retirement. Early market-rate salary comparisons is
providing need for planning and long-term budget considerations.
Jefferson LTAC had a good supplemental tourism funding meeting, including a
planning session for future strategic LTAC meetings.
Chair Bill Roney reported, and welcomed, Cleone Telling, newly appointed Brinnon

/ Quilcene Historical Museum representative to TCC. Larry introduced Cleone with a
glowing endorsement. Jefferson Co. TCC roster was reviewed with updates to be

Bill updated TCC that new Activity Planner Maps should be available from the

Bill discussed Getaway Guide ad placement and lodging matrix in PT Leader.
Inclusive of overall content meeting with Patrick Sullivan.
Bill briefly updated TCC on progress of 501 (c)6 incorporation application filing. Bill
continues to work on behalf of TCC with Phillip Morley and
additional Bylaw review by outside counsel prior to presenting to TCC seeking
action.
Discussion was raised on end outcome needs of continued 501 (c)6 pursuit should
responsiveness and nimbleness to effectively transact tourism marketing mission.

Steve updated TCC with the current plans for radio advertising on STAR 101.5,

banners ads and photo gallery. Banner ads will also post on KOMOnews.com
The TCC UTrip site will feature story telling care of inviting itineraries through
content by local: Foodies, Adventure Travelers, Family Travelers, and Romantics.
Good discussion on the sites functions, inclusive of recommendations for content
providers such as Katlin from Port Ludlow and Aaron at Fort Flagler.
Port Ludlow Debbie encouraged looking at upcoming events on the Port Ludlow
website, inclusive of Wine dinner on the 22 nd Day meal and July 4 th Totem
AREA UPDATES
Pole luncheon.
Quilcene Museum
volunteers clean up around museum. On target for May 1 st opening, with
refurbishment contracts begging exterior painting August. All restoration phases
underway and on-schedule as all efforts th birthday

Community involvement in planning for new sidewalks and traffic flow through the
Emerald Towns Joy shared that Shrimpfest plans are moving along. Hama Hama

Oyster Rama will be May 7. County work continues on washed out roads. Good
Elk and birding continues.
AREA UPDATES
Fort Flagler Aaron shared that Washington State Parks will focus on Historic
(Cont.)
Building partnerships instead of previously considered Recreation Business Activity
(RBA) of Public-Private Partnerships on 10 acres of an identified 100 acre portion of
Fort Flagler. These Building partnerships could result in leases for new programs in
many of the historical buildings, including a sixth vacation house, and the old youth
hostel.
Upgrading underground utilities to guest accommodations now scheduled for
November February.
Beach Combers Café - Seasonal Beach Concession is again open. April reservations
are resulting in full campgrounds.
Geocaches are in need to admins. Aaron has a great State Parks Centennial
geocache itinerary for visitors.
Marrowstone Alison reports good spring season for Beach Cottages on
Marrowstone with new staycation package.
Port Townsend Christina shared the good news of Port Townsend making the top
Christina is pleased to be part of an upcoming Snohomish County Tourism panel
discussion on collaboration amongst small communities. Happy to see our
combined work being recognized.
WTA Christina shared that the Legislative session did not consider tourism
assessment funding bill nor fund any requested interim state bridge funding. Plans
are underway for third week of September 2016 for state tourism with
focus on strategy and prep for 2017 Legislative session as main goal.
JC Chamber Teresa shared plenty of good news regarding great collaboration.
Especially the active partnership of EDC, Team Jefferson and others at the new VIC
location. Generating 5-7 walk ins a day for economic development resourcing.
Teresa is very pleased with the 85,000 units of the new chamber map. The work of

VIC that will highlight PS Express activities.
There being no further business, the TCC meeting was adjourned at 12:01 pm,
