Fiscal Impact/Cost Benefit Analysis:
This project is funded by the Solid Waste fund. The Architect's estimate for the Base
Bid is $164,000, including sales tax.
Recommendation:
We recommend that this Call for Bids be approved by the Board of Commissioners.

CALL FOR BIDS
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids for the Quilcene Solid Waste Drop Box Site- Improvements,
Project Number 401 594 1984, up until 9:30 A.M. on Monday, August 14, 2017 at the Office of the
County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, Washington, 98368. Bids may be mailed to the office of the Board of County
Commissioners, P.O. Box 1220, Port Townsend, WA, 98368, but must be received by the previously
stated date and time. Sealed bids will be opened and read publicly at or about 10:00 A.M., at the
Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse.
This project is for the construction of improvements to the Quilcene Solid Waste Drop Box Site
located in at 125312 Highway 101, Quilcene, WA 98376. The new building is a modular Attendant
Office as the Base Bid, with an Alternate for stick built construction. In addition, upgrades to an
existing shipping container onsite for use as an Environmental Center, for the collection of household
hazardous waste. Utilities include septic, water, phone communication, electrical, lighting and a septic
tank with transport line. The neighboring existing County fueling system and County Road
maintenance shop will remain in operation without interruption during this construction project. There
is a non -mandatory Pre -Bid Site meeting scheduled for Thursday, August 3, 2017.
The construction estimate for this project is $174,000 including WSST for Base Bid and all Alternates.
Sealed bids must be submitted in writing on the forms provided.
Bids shall be in accordance with the plans and specifications on file at the office of the Director of Public
Works, 623 Sheridan St., Port Townsend, Washington, 98368, (360-385-9160) where hardcopy or digital
copies may be obtained at no cost.
Each bid shall be accompanied by a Bid Guarantee in the sum of 5% of the bid amount, to be forfeited to
Jefferson County by the successful bidder if he fails to enter into a contract and file an acceptable Contract
Bond in the amount of 100% of the contract price within ten (10) days of the Notice of Intent to Award.
The board of County Commissioners reserves the right to reject any and all bids, and to accept the bid
deemed most advantageous to Jefferson County and to waive all informalities in the bidding. Return of
Bid Guarantees will follow Award of the Contract within (7) calendar days.
