SUBJECT: PROCLAMATION re: Proclaiming July 31" as the 9th Annual Voices for
Veterans Jefferson County Stand Down Day
STATEMENT OF ISSUE:
Jefferson County Veteran's Advisory Board Member and Jefferson/Clallam County Voices for
Veterans member John Braasch has requested that the Commissioners approve a proclamation to
proclaim July 31, 2017 as the 0 Annual Voices for Veterans Jefferson County Stand Down Day.
The Stand Down event will be held at the Elks Lodge in Port Townsend from 9:00 a.m. to
3:00 p.m. and will host a variety of service providers that will assist Veterans and their families.
Over the past 8 years, the Jefferson County Stand Downs have helped over 1,430 Veterans and
their families, including 232 homeless veterans.
RECOMMENDATION:
Approve the proclamation re: Proclaiming July 31, 2017 as the 9th Annual Voices for Veterans
Jefferson County Stand Down day and to encourage residents to recognize the positive impacts of this
event to assist Veterans, and to express gratitude to those who have served and continue to serve.

PROCLAMATION
WHEREAS, Voices for Veterans, who coordinate with local service organizations in Jefferson
County, will hold a Jefferson County Veterans 9�h Annual Stand Down to assist homeless Veterans,
Veterans in need and their immediate dependent family members, and;
WHEREAS, Stand Down is a term used in times of war in which exhausted combat units come
off the battlefield to rest and recover in a place of safety; and;
WHEREAS, According to the U.S. Department of Veteran Affairs, the first Stand Down was
organized in 1988 by a group of Vietnam Veterans in San Diego, and;
WHEREAS, Today, Stand Down also refers to a community-based program that provides
assistance to homeless veterans, veterans in need and their families by providing access to human service
agencies including benefits counseling, employment services, a hot breakfast and lunch, housing
assistance, haircuts, legal aid, medical and dental health screenings, free clothing, free bedding, free
hygiene kits, free outdoor equipment, and many other services, and;
WHEREAS, Stand Downs have been used as an effective tool in reaching out to veterans in
Jefferson County by helping out more than 1,736 veterans and their family members, 232 of which were
homeless.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Jefferson
County hereby proclaim
July 31, 2017 as the 9th Annual Voices for Veterans
Jefferson County Stand Down Day
And encourage residents to recognize the positive impacts of this event to assist Veterans, and to express
gratitude to those who have served and continue to serve.
