General Fund at $8,203,268 – 45.5% of the 2017 annual budget which is slightly higher
than previous years. Private harvest tax is down from the last three years – 6% down
from last year and approximately 50% down from 2015 and 2014.
Other Funds at $13,388,207 – 42.6% of 2017 budget which is slightly higher than the
past two years.
General Fund Cash Balance - $5,455,638 which includes the $2.59 million budgeted and
required reserve. This is in line with our typical pattern over the last nine years.
General Sales Tax Receipts - $328,312 which includes $78,716 for Special Purpose in
May 2017 which for the year is 7.68% higher for sales tax and 6.19% over for Special
Purpose. Cumulatively, sales tax revenues were 11.4% over projection for the month
and 7.3% over projections for year to date.
REET Receipts - $111,101 in May and 38% over budget for the month and 2% over this
month last year. Eight single family residences sold for more than $500,000. Five
homes were in Port Ludlow, one each in Quilcene, Chimacum and unincorporated Port
Townsend. 477 Acres of vacant land on the West End sold from the Nature
Conservancy to DNR for $950,000, and the Four Corners ministorage facility sold for
$1.475 million. 39% of REET collected this month was in the City of Port Townsend
compared to 32% last month.
Hotel/Motel Lodging Tax - $45,943 in May which is 55% over this month last year and
75% over budget. This month was pretty impressive!
Jeff, the Assessor, discussed Timber Harvest Tax, the impact on the county next year, and
will look into why it’s down and report back to the committee. He also gave an update on
assessing properties and how it will affect REET.
Philip, County Administrator, pointed out that although tourism is currently showing
increase, the closures of highways may have an impact later this year.
Budget Anne / Philip
WA State Legislature
Annual budget has not been adopted yet. If not adopted by 6/30/17, there will be a partial
shutdown that will impact the flow of grant monies. Greatest impact may be felt by JC
Public Health and Veronica reported that they are taking measures to prepare and
communicating possible impact. Kathleen also mentioned that if this happens, state parks
will be closed Saturday, 7/1/2017.
2018 Budget Considerations
DRS has released new PERS contribution rates, increase of 1.5%.
Philip suggested that there should be a low expectation for any increases in the budget.
There are seven collective bargaining agreements due next year.
Veronica expressed concern if USCW agreement isn’t approved by 1/1/2018.
Rose Ann confirmed that 2018 Salary Schedules will be available by 7/15/2017.
