MINUTES
Week of September 10, 2001
The meeting was called to order by Chairman Glen Huntingford. Commissioners Dan
Titterness and Richard Wojt were both present.
CO UNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Charles
Saddler reported on the following:
· The time period for the City of Port Townsend's appeal of the UDC lapses on September 14, 2001. A
settlement document is at City Hall for the City's approval; and the City has assured that the
document will be signed and returned to the County before the 14th.
· The exit interview with the State Auditor was held last week. The State Auditor had no findings or
issues to be addressed. The County received a "clean bill of health."
· He lobbied the State legislators that were in town last week regarding telecommunications and the
Growth Management Act.
· There is an RC&D meeting this week with the new Executive Director. Commissioner Wojt is the
County's representative on this board.
· The flu season is coming and there is concern nationwide regarding the availability of flu vaccine this
year. Elderly and chronically ill citizens are being asked to get their shot in October and younger
people need to get their shots in November.
· Chairman Huntingford noted that last week was Spirit Week for County employees. There were at
least 250 people at the employee picnic on Thursday. The Board expressed their appreciation and
asked that a "Thank You" be forwarded to the PERC Committee for all their work.
· Chairman Huntingford reported on the State Parks' plans for the Centennial Celebration for Fort
Worden. They are working with the Coca Cola Company and will have information on Coke
machines up and down the I-5 corridor directing people to Fort Worden and Port Townsend.
PUBLIC COMMENT PERIOD: Comments were made about the following: the Forest
Service is having a meeting in Quilcene; a man dismissed from the Weed Board feels the Commissioners
should review the facts more thoroughly before dismissing a volunteer from an Advisory Board; a woman
expressed disappointment about the Board's action regarding the Lakeside Industries Asphalt Batch Plant;
and the County needs an ordinance that would require property owners to clean up their property.

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Wojt
moved to delete Item 2 and to approve and adopt the balance of the items on the Consent Agenda as
submitted. Commissioner Titterness seconded the motion which carried by a unanimous vote.

Community Development re: Transmittal of Draft Brinnon Sub-Area Plan; Brinnon
Community Planning Group: The Brinnon Planning Group members present introduced themselves as
follows: Cedric Lindsay, Tom McNerny, Kate Marsh, Chuck Finnila, Bud Shindler, Linda Tudor, Joy Baisch,
George Sickle, and Charles Springer. The members reviewed their work on this plan.
Joy Baisch reported that the 1995 plan was an update of the 1979 plan. The 1995 plan was tabled until the
Comprehensive Plan was completed in 1999. She stated that she appreciated the work of the DCD staff who
tried very hard to work out any stumbling blocks as the planning proceeded. Everyone on the committee is
wiser about how sub-area plans work and fit in with the Comprehensive Plan. She urged that any future sub-
area planning groups be composed of members from that community because they are the ones that have to
live with the results.
Bud Shindler explained the diligence of the committee to make sure that all of the items from the 1995 plan
were brought forward. The committee avoided project level detail in order to keep moving forward with the
planning process. The 1995 plan, as well as the Comprehensive Plan were reviewed in detail. An outline was
developed based on both of these plans and changes were made in a different font so that it was easy to see
what was in the 1995 plan and what was new language. Work assignments were given to committee
members. The committee wanted the document to read as if it was written by one person. This was a
structured process and he would recommend it to any group trying to do this type of work. He explained
that there wasn't any opposition to the plan until recently. The committee tried to bring the people who were
opposed to the plan in and share information with them. He reviewed some e-mails he received from people
noting various areas of Brinnon with historical significance. The historical areas were not listed in the sub
area plan, but they need to be at some point. He feels the protection of the Comprehensive Plan will be

enough to protect these areas.
Commissioner Wojt discussed the issues and the procedures used by the Committee to address the people
who were in opposition.
Kate Marsh noted that several members made efforts to educate and advise people who came to the group
late. In addition to public comments taken during the meetings, there were e-mails with accusations made
that were not true. The Planning Group did not disagree with the UDC and the Comprehensive Plan and
they weren't required to address natural resource issues because they were already addressed in these two
documents. In the beginning of the process DCD staff wasn't very helpful because they wanted to introduce
new information when the committee wanted to review the old plan, but the staff and consultant were
incredibly helpful later in this process. She thanked the consultant and the staff for their contributions that
helped the committee get their job done.
George Sickle reported that the Sub Area Planning Group began with 15 members. He recommends that any
sub-area planning committee have a mix of people - business owners, people with children, long time
residents and new residents. A consultant needs to be available from the beginning and it would be good if
they had the same staff members throughout the process. It's hard to add new people after several months.
Their committee went from l 5 to 20 and then back to 12 members who finished the plan. They had 38
meetings with 76 public comment periods. They had between 20 and 30 hours of public input. One of the key
elements of the plan was economic development. He encouraged the Board to read the goals, policies and
strategies in the plan because they are a key to the future in Brinnon.
Chuck Finnila reiterated that the Planning group was made up of a diverse cross section of community
members. He advised that the community was fortunate to have the members who volunteered to work on
this plan and the committee was fortunate to have the consultant help them with the plan. He noted that they
would be willing to help any other sub-area planning committee get started.
Commissioner Wojt noted that everyone that applied to be on the committee was accepted for membership.
Cedric Lindsay said that the group did a good job of coming to a consensus on the items and he supports
what they have done in this plan. They need more opportunity for employment for young people in the
Brinnon Area.
Charles Springer stated that jobs are needed in Brinnon in order for people to stay in the area.
Tom McNerny advised that there were public comment periods at their meetings, but there may have been
some confusion when people were told they could or could not comment. Commissioner Wojt asked if
interested citizens were advised about how to become a member of the group? Tom McNerny answered that
at a certain point, after the committee had met for some time, they did not offer people membership in the
group because it would have been difficult to bring a new member up to speed.

Linda Tudor summarized that there was an extreme minority that opposed the work of the committee. Most
of the people in opposition were from outside the Brinnon Community and were opposed to planning in the
County. As far as public participation, as Chairman, she wanted to have as much public dialog as possible
with the members. As long as people were civil and provided information to the committee she would allow
their comments. She then read a letter to the Board. (See document attached.)
Commissioner Wojt asked about expansion of the LAMRIDs. It is his understanding that this can't be done
until November. Director of Community Development A1 Scalf advised that the dialogue can be started, but
no action can be taken until after November 19, 2001. The schedule for adoption of this plan indicates that
it will take until Christmas before it can be finalized.
Commissioner Wojt moved to start the public process on this document and forward it to the Planning
Commission for their review and direct that DCD review the public process of the Sub Area Planning
Group. Commissioner Titterness seconded the motion. Chairman Huntingford asked what Commissioner
Wojt meant about the public record? Commissioner Wojt explained that he wants it to be part of the record
of the Sub Area Planning Group. A1 Scalf reported that there is a record of the Sub Area Planning
Committee meetings, there will be a record for the Planning Commission review, and also a record for the
legislative process. Chairman Huntingford explained that he received phone calls during this process from
people who wanted to quit that now say they are glad they stayed, and that it was a fair process. The Chair
called for a vote on the motion. The motion carried by a unanimous vote.
