MINUTES
Week of July 16, 2001
The meeting was called to order by Chairman Glen Huntingford. Commissioners Dan
Titterness and Richard Wojt were both present.
APPROVAL OF MINUTES: Commissioner Wojt moved to approved the minutes of July
9, 2001 as presented. Commissioner Titterness seconded the motion. Commissioner Wojt and
Commissioner Titterness voted for the motion. Chairman Huntingford abstained from voting because he
was not present at that meeting. The motion carried.
COUNTY ADMINISTRATOR BRIEFING SESSION. Frank Gifford, Public Works
Director, introduced Bob Turpin, County Engineer, Vicki Breithaupt, Financial Manager, and Bruce
Laurie, Transportation Program Manager who continued a presentation on Public Works program
performance measures.
PUBLIC COMMENT PERIOD: The following comments were made: The Board was
asked to make Lakeside Industries comply will current codes even though the asphalt batch plant is
"grandfathered;" and the Board was asked if they are still accepting public input from the insert in the
newspaper about strategic planning.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Wojt moved to approve and adopt the Consent Agenda as presented. Commissioner Titterness seconded
the motion which carried by a unanimous vote.
1. RESOLUTION NO. 63 -01 re: Moratorium with Respect to Locating Asphalt Batch Plants in
Special Aquifer Protection Zones and Wellhead Protection Areas

Commissioner Wojt moved to have Public Works checks the bids for accuracy and make a
recommendation for bid award that is to the best advantage of the County. Commissioner Titterness
seconded the motion which carried by a unanimous vote.
The Board then interviewed persons interested in serving on the Jefferson County Housing Authority
11:00 a.m. Darlene Coker and a person interested in serving on the Noxious Weed Control Board: 11:15 a.m
Judi Stewart.
Appointment to the Jefferson County Housing Authority Board: Commissioner Wojt
moved to appoint Michael Hyland to a five (5) year term on the Jefferson County Housing Authority
Board (term will expire on July 16, 2006.) Commissioner Titterness seconded the motion which carried by
a unanimous vote.
Advisory Board Appointments: Commissioner Wojt moved to appoint Judi Stewart to a
four (4) year term (term will expire on July 16, 2005) on the Jefferson County Noxious Weed Control
Board representing Weed District #2 and Marilyn Collins to a two (2) tear term (term will expire on July
16, 2003) on the Jefferson County Solid Waste Advisory Committee (SWAC) representing Commissioner
District #2. Commissioner Titterness seconded the motion which carried by a unanimous vote.

The meeting was recessed at the end of the scheduled business and reconvened on
Wednesday morning. All three Commissioners were present for an Executive Session from 10:00 to 10:45
a.m. with the Prosecuting Attorney, Director of Community Development, the Public Works Director, and
the County Engineer regarding potential litigation.
