MINUTE
Week of July 9, 2001
The meeting was called to order by Commissioner Richard Wojt in the absence of
Chairman Glen Huntingford. Commissioner Dan Titterness was present.
APPROVAL OF THE MINUTES: Commissioner Titterness moved to approve the
June 25, 2001 and July 2, 2001 minutes as presented. Commissioner Wojt seconded the motion which
carried.
COUNTY ADMINISTRATOR BRIEFING SESSION: Frank Gifford, Public Works
Director, Warren Steurer, Parks and Recreation Director and Bob Turpin, County Engineer, updated the
Board on the performance measures for their divisions in the Public Works Department.
PUBLIC COMMENT PERIOD: The following comments were made: Appreciation for
the new outdoor restroom facility at the Quilcene Community Center; more signs are needed for the
County park and camping facilities in Quilcene; why hasn't the designated picnic area near the bridge that
was washed out at Muncie and Rogers Streets in Quilcene been developed?; a complaint about a triplex
apartment in the Seal Rock area that is operating on a septic system for a 1 bedroom home; a complaint
about cars speeding in the Seal Rock area; urban fire danger will be high if the weather stays hot this
summer and a suggestion was made that cedar shingles and shakes be banned outside the City; it is good
that small mills can exist on the Olympic Peninsula; a compliment to the Board for their prompt response
to finish the studies required for the Comprehensive Plan; a request that the letter the County received
from Lakeside Industries, that lists their compliance with applicable laws, not be taken at face value
because there is conflicting information from the State agencies that deal with Lakeside; the County needs
to seek expert third party review of the statements in the Lakeside letter; there are different stories about
what and why there is paving waste being stored at the Lakeside Cape George site; a request that all the
UDC regulations be enforced at the Lakeside site; the DCD staff disagrees with the Planning
Commission's recommendation on the final Comprehensive Plan Amendment docket.

HEARING re: Proposed Budget Appropriations and Extensions; Various County
Funds: Commissioner Wojt opened the public hearing. Hearing no public comments for or against the
requested budget appropriations/extension he closed the public hearing.
Commissioner Titterness moved to approve RESOLUTION NO. 62-01 ordering the budget
appropriations/extensions as requested. Commissioner Wojt seconded the motion which carried.

Community Development re: Transmittal of Planning Commission's Recommendation
Regarding Establishment o£ Final Comprehensive Plan Amendment Docket: Associate Planner Randy
Kline reported that the Planning Commission had a public hearing on this on June 20, 2001 and they are
recommending that 5 of the 6 suggested Comprehensive Plan Amendment proposals be placed on the
docket and that the Durgan request, MLA01-00216, be placed on the docket for next year.
DCD staff concurs with the Planning Commission's recommendation with the exception of Jones/Forest
Land Buffering (Amendment MLA01-00233.) This involves redesignating commercial forest land as rural
residential land to provide a buffer of slightly larger residential lots adjacent to commercial forest land
holdings. Randy Kline explained that this issue was addressed in the Comprehensive Plan and in the 1997
Forest Lands Ordinance. Staff recommends that this amendment proposal not be included on the docket
because of staff and Planning Commission resource issues. In addition to the Comprehensive Plan
Amendments, the Planning Commission will have to review the Special Study, the UDC appeals, and the
Brinnon Sub-area Plan before the end of the year.
Commissioner Titterness asked about the reason for postponing the Durgan request until next year?
Randy Kline answered that the ruling in the County's court case does not allow a change in the LAMIRD
(Limited Areas of More Intense Rural Development) boundaries until the Special Study is complete. The
Durgan request to change the Neighborhood/Visitor Crossroad Commercial designation at Chimacum
Crossroads to a General Crossroad Commercial designation would substantially change the land use in
that area.
Regarding the buffers adjacent to commercial forest land, Commissioner Titterness asked how often this
issue arises? Randy Kline explained that this happens fairly often, but the County has been able to
approve requests for residences next to commercial forest lands. The 1997 ordinance requires that any
changes to that ordinance must be reviewed by the original stakeholder group. Deputy Prosecuting
Attorney David Alvarez added that currently there is an over supply of vacant residential lots on the
Quimper Peninsula. Commissioner Titterness clarified that this change would affect the entire County and
not just the Quimper Peninsula. Commissioner Wojt stated that he feels this is a "loophole" to break the
forest industry in the County. Director of Community Development A1 Scalf noted that the criteria used
to designate forest land in the County created 330,000 acres of forest land. This petition would review
8,500 acres. He doesn't want to create a procedural problem by doing an amendment without the
stakeholder group's input. Commissioner Titterness reported that 2.5% of the forest land would be
impacted by this change and it appears that DCD is already dealing with the forest land buffer issues as
they come up. Because there is a requirement in the Comprehensive Plan that the stakeholders meet and
discuss this, he would like to docket this and MLA01-00216 for next year and focus on the remaining four
Comprehensive Plan Amendments this year. Since this direction is different than the Planning
Commission recommendation, the Board will have to hold their own public hearing. Randy Kline advised
that they can schedule a public hearing for the Board as soon as possible.

Commissioner Wojt asked if allowing multi-family housing in a LAMIRD would go against the court's
decision? A1 Scalf explained that the court case deals with the issue of redefining the LAMIRD
boundaries. Charles Saddler asked what effect the multi-family housing issue would have on the work that
has been done in the Special Study? A1 Scalf replied that multi-family housing is currently allowed in the
Rural Village Centers. Randy Kline explained that the affordable housing issue is a goal of CMA and the
County Comprehensive Plan. It will be discussed during the Glen Cove/Tri Area Study process, but it
needs to be applied throughout the County. Charles Saddler pointed out that the affordable housing issue
will require a lot of work. After Task 5 and 6 of the Special Study are completed, he suggested that the
County retain services of a macro economist to look at the issue.
Commissioner Wojt stated that he feels that the multi-family housing amendment should be removed
from the docket. He said that multiple family housing does not necessarily equate to affordable housing.
Commissioner Titterness asked if all of the amendments would be part of the public hearing or just the
ones that the Commissioners are going to remove or add to the docket? Commissioner Wojt stated that
he would like to have MLA01-00215 removed from the docket. In addition, he does not agree with the
Planning Commission on the bulk and dimensional standards (MLA01-00221) and would like to see this
amendment discussed at the Board's public hearing. A1 Scalf reiterated that the Commissioners may adopt
the Planning Commission final recommended docket, but if they add to it or subtract from it, a public
hearing must be held. Commissioner Titterness moved to hold a public hearing on the final docket of
Comprehensive Plan Amendments. Commissioner Wojt seconded the motion which carried.
Discussion re: Conservation Futures Advisory Board: Deputy County Administrator Gary
Rowe advised that the Board has interviewed all the applicants who expressed an interest in serving on the
Conservation Futures Advisory Board. He asked if there was concern about setting boundaries around the
process used by the Advisory Board? Commissioner Titterness advised that the concern is that the
established Board be efficient and effective. Gary Rowe explained that the schedule is to have the work
of the Board done by November and then it could disband or continue as the Commissioners desire. He
then reported on the role of this Board.

The City of Port Townsend needs to appoint a representative.
Commissioner Wojt seconded the motion which carded. In the future, Gary Rowe will be providing more
details to the Board about how this Advisory Board will work and their goals.
The meeting was recessed at the end of the scheduled business and reconvened on Tuesday
morning. Commissioner Tittemess and Commissioner Wojt were present. Chairman Huntingford was not
present. The Board attended an Executive Session from 10:00 to 11:45 a.m. with the County Administrator,
Prosecuting Attorney, Director of Community Development, Environmental Health Director, and the
Natural Resources Manager regarding actual litigation.
