HomeMy WebLinkAboutM060401The meeting was called to order by Chairman Glen Huntingford. Commissioners Dan Titterness and Richard Wojt were both present. APPROVAL OF MINUTES. Commissioner Wojt moved to approve the minutes of the week of May 29, 2001 as presented. Commissioner Titterness seconded the motion which carried by a unanimous vote. David Alvarez, Deputy Prosecuting Attomey re: Resolution to Rescind Resolution No. 71 -00. Deputy Prosecuting Attorney David Alvarez reported that there is a triangular litigation regarding Resolution No. 7 1 -00 and a man is suing the County and a property owner over access to a lot in Glen Cove. There is a possibility of a negotiated settlement on this matter and the parties are asking that the County not adopt the proposed resolution today. He recommends that action on this resolution be postponed for 2 weeks. COUNTY ADMINISTRATOR BRIEFING SESSION. County Administrator Charles Saddler introduced Director of Community Health, Jean Baldwin, who briefed the Board on the Health and Human Services Nursing Division performance measures. PUBLIC COMMENT PERIOD: The following comments were made: The National Marine Fisheries Service agreements in the Methow Valley are an indication that this agency lacks clearly defined goals for salmon recovery; a comment about the process over the past few years that lead to the designation of an Interim UGA in the Glen Cove area, and the process that may result in a final UGA designation in the Glen Cove area; the Deputy Prosecuting Attorney's recommendation to postpone the discussion of rescinding Resolution No. 71 -00; why wasn't there a Planning Group in the Tri Area community to discuss the boundary for a possible Tri Area UGA and why did the County ask that Ted Gage from the State Office of Community Development not attend the Tri Area Community Group meeting (Chairman Huntingford suggested that Ted Gage be asked to meet with the DCD staff Page 1 Commissioners Meeting Minutes: Week of June 4, 2001 to understand what the County is trying to do and then he and DCD staff can attend the community meeting;) the format of the Planning Commission meeting scheduled for this week that will include the County Commissioners; and can a group challenge the IUGA and the final UGA? APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Titterness moved to delete Item 8 and approve and adopt the balance of the items as presented on the Consent Agenda. Commissioner Wojt seconded the motion which carried by a unanimous vote. 1. PROCLAMATION re: Proclaiming June 18 - 24, 2001 as Amateur Radio Week 2. BID CALL re: New, Marine Navigation & Radio Equipment with Installation; Sealed Bids Accepted until 10:00 a.m., Monday, June 18, 2001 and Opened and Read Shortly Thereafter in the County Commissioners Chambers 4. AGREEMENT re: Professional Services; Development of County Road Policy; Jefferson County Public Works; Reid Wheeler, P.E., Wheeler Management Assistance 5. AGREEMENT re: Flood Hazard Management Plan and Summer Chum Salmon Conservation Initiative Projects; Big Quilcene River Linger Longer Feasibility Study, Project No. QF1506; Jefferson County Public Works; Salmon Recovery Funding Board /Interagency Committee for Outdoor Recreation (SRFB /IAC) 6. AGREEMENT re: Professional Services; Funding for Prevention Strategies Through the Best Beginnings Program for the Provision of Home Visits to High Risk Mothers of Children Age Birth to Three; Jefferson County Health and Human Services; Jefferson County Community Network 7. AGREEMENT re: Site Hazard Assessment and Administration of Clandestine Drug Lab Program; Jefferson County Health and Human Services; Washington State Department of Ecology 8. DELETE Agreement re: Professional Biological Services; Salmonid Refugia Identification Study in Eastern Jefferson County; Jefferson County Health and Human Services; Watershed Ecology, LLC 9. Request for Funding for the Korean War Veterans' Memorial, $1,000.00; Jefferson County Veterans Memorial and Museum Association 10. Letter Regarding Active Support for Grant Application for the Quinault South Shore Road; U.S. Representative Norm Dicks Page 2 Commissioners Meeting Minutes: Week of June 4, 2001 .f Resolution Rescinding and Invalidating Resolution No. 71 -00 Adopted August 7, 2000 Vacating Certain Portions of Julian Street, Charles Avenue, and a Portion of Alley Block 22 in the Eisenbeis Bay View Addition Plat, Mark Hering and Marie Campanoli, Petitioners: The Deputy Prosecuting Attorney recommended that this be postponed for 2 weeks to allow the settlement negotiations to go forward and possibly be finalized. Commissioner Wojt moved to postpone action on this item for 2 weeks. Commissioner Titterness seconded the motion which carried by a unanimous vote. The Board met in EXECUTIVE SESSION from 10:30 -10:59 a.m. with the Deputy Prosecuting Attorney, the County Administrator, and the Director of Community Development regarding actual litigation and then froml 1:00 -11:29 a.m. with the County Administrator regarding his performance review.
