Subject: Transfer -station Crane, Call for Bids
Statement of Issue:
Call for bids for the supply and installation of a pedestal -mounted transfer -station crane as
required by the Department of Public Works, Solid Waste Division.
Analysis/Strategic Goals/Pros Et Cons:
Fleet Services is assisting the Solid Waste Division in the procurement of this replacement for
their existing crane. The existing crane was installed in 1997 and has reached its useful life. It
has become subject recently to extensive, recurring repairs to its steel understructure.
Fiscal Impact/Cost Benefit Analysis:
The new crane will be funded by the Solid Waste Division but will be assigned to Fleet
Services to administer through the EREtR Fund. Operation of the new crane and its future
replacement will be funded through rent paid to the EREtR Fund.
The proposed bid specification provides the options to trade-in the existing crane and to swap
existing spare structural and power components for spares for the proposed new crane; at the
time a contract award is recommended, staff will recommend the combination of these
options that best captures the residual value of the existing crane.
Recommendation:
Approve the attached Call for Bids and set the bid opening for 10:00 AM on September 11,
2017.

CALL FOR BIDS
TO PROVIDE PEDESTAL -MOUNTED TRANSFER -STATION CRANE
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive
sealed bids up until the hour of 9:30 A.M. on Monday, September 11, 2017, at the Office of the County Commissioners,
basement level of the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington, 98368, for the
Supply of Pedestal -mounted Transfer -station Crane. Bids may be mailed to the office of the Board of County
Commissioners, P.O. Box 1220, Port Townsend, WA, 98368, but must be received by the previously stated date and time.
Sealed bids will be opened and read publicly at 10:00 A.M. or shortly thereafter on Monday, September 11, 2017, at the
Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse.
The awarded contract will provide for the supply of one Pedestal -mounted Transfer -station Crane.
Execute and submit one complete original bid package. Bids shall be submitted in accordance with the provisions on
file at the office of the Jefferson County Department of Central Services, Fleet Services Division, located at the Port
Hadlock Shop, 371 Chimacum Road in Port Hadlock, Washington, where copies may be obtained.
The Board of County Commissioners reserves the right to reject any and all proposals and to accept the proposals deemed
most advantageous to Jefferson County and to waive all informalities in the bidding. No facsimile bid documents or
telephone quotations will be accepted.
