HomeMy WebLinkAbout081417_cabs01CABS 1:30 pm JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners (BoCC) and Planning Commission Philip Morley, County Administrator FROM: Patty Charnas, Director Department of Community Development (DCD) DATE: August 14, 2017 SUBJECT: Project Update and Status Report on Pleasant Harbor Master Planned Resort STATEMENT OF ISSUE: A project update and status report will be presented to the BoCC regarding the Pleasant Harbor Master Planned Resort (MPR). The Jefferson County Planning Commission has been invited to a joint meeting with the Board during this informational briefing so that both entities may learn and hear about: • A brief history of Pleasant Harbor and Brinnon's Black Point Peninsula, including prior development; the Brinnon Sub Area Plan; the 2008 Ordinance designating the MPR zone and associated draft and final environmental impacts statements that address requirements for master planned resort planning and development; • An overview and description of progress to prepare a draft MPR Development Agreement, still in progress, that will define the timing, phasing, specific actions, resource protections and other understandings between the developer and Jefferson County; and • A brief description of the process to bring forward the MPR development regulations, as recommended by the Jefferson County Planning Commission (Planning Commission), with an overview of staff's work on proposing revisions, still in progress, for clarity and consistency. CABS 1:30 pm ANALYSIS/STRATEGIC GOALS/PROS and CONS: In 2016, the Planning Commission held a public hearing, accepted public testimony, deliberated on, and recommended development regulations for the MPR. In addition, while not required by state law, the BoCC committed to providing the Planning Commission the opportunity to review the development agreement and provide comments to the BoCC, if the Planning Commission decides it wishes to. This briefing will bring efficiencies in county work by providing an update and status report to both the Planning Commission and BoCC at the same time on the drafting a development agreement and on the process bringing forward the Planning Commission's development regulations with staff proposed revisions. Once a proposal for a development agreement, and staff -proposed revisions to the Planning Commission's recommended development regulations are ready, DCD will work with the County Commissioners to schedule a public hearing. In the meantime, the County is continuing its Government -to -Government consultations with the Port Gamble S'Klallam Tribe. Assuming staff can recommend a proposed MPR development agreement to the BoCC, a later Public Hearing would be required in order to accept public testimony on three items: 1) a proposed MPR development agreement, 2) the Planning Commission's recommended development regulations, and 3) DCD's proposed revisions to the Planning Commission's recommended regulations. At this later Public Hearing or before, the Planning Commission would be free — but not required — to offer comments on the development agreement proposal. FISCAL IMPACT/COST-BENEFIT ANALYSIS: There is no fiscal impact of the briefing session other than time and resources utilized to perform the briefing. RECOMMENDATION: DCD recommends the BoCC, in a joint session with the Planning Commissi05 to receive a briefing on a project update and status report for the Pleasant Harbor master planned resort during a county administrator briefing session.
