Commissioners Dan Titterness and Richard Wojt were present. Approval of the Minutes: Commissioner Wojt moved to approve the Minutes of the weeks of March 19, and 26, 2001 as presented. Commissioner Titterness seconded the motion which carried by a unanimous vote. CO UNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Charles Saddler, Director of Community Development A1 Scalf and Warren Hart, Deputy Director of Community Development, reviewed the following: · Comprehensive Plan Docket: Warren Hart reviewed the items docketed for the Comprehensive Plan amendment process that will be reviewed during this year's cycle, Comprehensive Plan amendments that are exceptions to the annual cycle, and amendments to the UDC. Al Scalf asked if the Board wants to add any Comprehensive Plan amendments that aren't on this list? Commissioner Titterness stated that he may have some additional amendments and he will bring them forward as soon as possible. Chairman Huntingford asked ifDCD has received any amendments from the public? Warren Hart answered that some application forms have been sent out but none have come back yet. · Preliminary_ Major Industrial Development Permitting Process: Al Scalf distributed an information sheet to assist the Board in preparation for the next GMA Steering Committee meeting on April 12, 2001. Warren Hart has been working with the City of Port Townsend to develop a draft permitting process for MIDs. Chairman Huntingford noted that the legislation is clear on how to do MIDs and the law needs to be followed. Warren Hart explained that an agreement will outline how determinations on projects will be made. The issues include whether the City is actually able to accommodate a project and if the project is considered an MID? Commissioner Titterness reiterated that the legislation is clear about the definition of an MID and some of the determinations may already be included in that information. Warren Hart clarified that the City and County interaction will be worked through so that concerns on both sides can be addressed. Page 1 Commissioners Meeting Minutes: Week of April 2, 2001 PUBLIC COMMENT PERIOD: The following comments were made: What does it mean when the Department of Community Development says that the UGAs for Tri Area/Glen Cove have been through the public process? (Al Scalf reviewed the process to date and stated that he will be asking for a legal determination on the rest of the process); and a man that wants to have a craft fair at Discovery Bay reviewed his problems in interacting with the DCD on this project. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Wojt moved to adopt and approve the Consent Agenda as presented. Commissioner Titterness seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 34-01 re: Road Improvement District (RID) No. 4; Fixing the Amount, Form, Date, Interest Rate and Maturity of the Road Improvement District No. 4 Bond; Providing for the Sale and Delivery Thereof to U.S. Bank, National Association, in Seattle, Washington; and Fixing the Interest Rate on Road Improvement District Assessment Installments 2. RESOLUTION NO. 35-01 re: Designating Administration of the Department of Central Services and the Equipment Rental and Revolving (ER&R) Fund 3. RESOLUTION NO. 36-01 re: Designating a Jefferson County Representative and Alternate Representative to the North Olympic Peninsula Resource, Conservation and Development District Council (RC&D) 4. RESOLUTION NO. 37-01 re: Establishing a Fund Entitled the Jefferson County E-911 Dispatch Services Fund 5. RESOLUTION NO. 38-01 re: Establishing the Need for Development of a Strategic Plan for Jefferson County 6. DEED of Right; Rumage Property, Larry Scott Memorial Park and Funding $7,000 for Purchase of Property; Jefferson County Public Works BID OPENING re: One (1) Self Propelled, Vibratory, Double Drum Asphalt Compactor with ROPS: Mark Lopeman, Public Works, opened and the read the bids received as follows: Construction Machinery, Kent $31,280.00 including tax Smith Tractor, Tacoma $30,602.43 .... Clyde West, Seattle $32,128.98. " " Commissioner Wojt moved to have the Public Works Department review the bids for accuracy and make a recommendation for bid award that is to the best advantage of the County. Commissioner Titterness seconded the motion which carried by a unanimous vote. Page 2 Commissioners Meeting Minutes: Week of April 2. 2001 Approval and Presentation of Proclamation re: Proclaiming the Week of April 8-14, 2001 as Sexual Assault Awareness Into Action Week: Chairman Huntingford explained that this is to proclaim the week of April 8 through 14, 2001 as "Sexual Assault Awareness into Action" week. Peggy Thompson of the Jefferson County Domestic Violence/Sexual Assault Program thanked the Board for their support through the years. There are not a lot of rapes of adults by strangers in the County, but there is an ongoing problem with child sexual abuse. Commissioner Titterness moved to approve the proclamation as presented. Commissioner Wojt seconded the motion which carried by a unanimous vote. The Board then meet in Executive Session from 10:30 to 10:45 a.m. with the County Administrator, Deputy County Administrator and Superior Court Clerk on collective bargaining and from 10:45 tol 1:59 a.m. with the Deputy Prosecutor, County Administrator, Deputy County Administrator, Director of Community Development, Environmental Health Director, and Environmental Health Specialist regarding actual litigation.
