SUMMARY
Under general supervision, coordinates the development of the Jefferson County GIS
(Geographic Information System) according to County goals and objectives; provides technical
support to other GIS staff, coordinates development activities with other agencies, and ensures
the integrity and security of the database by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.
Utilizes GIS mapping and database software to produce map and data products. Evaluate, obtain,
and update computer hardware and GIS software. Ensure that sufficient licensing is available to
support GIS system needs. Ensures the integrity, security, and performance of GIS program
database.
Serves as technical expert on the GIS program; prepares special and recurring reports and
proposals for training programs, projects, hardware, software and other GIS development plans.
Provides technical assistance, guidance, and training to other GIS staff and GIS system users.
Represents the department on technical committees related to GIS or database management and
related policy issues. Acts as technical lead on GIS data acquisition projects. Makes
recommendations to management regarding "best practices" that use the most effective
technology affordable.
Works directly with program managers, staff, and other GIS personnel to determine what GIS
services are needed and how they can be delivered in order to make technical recommendations
to management. Coordinates with internal GIS users in order to make project priority
recommendations to management.
Provide GIS analysis, processing, and mapping to County departments. Obtains, creates, and
maintains GIS data. Provides web -based mapping and database lookup applications.

Develops GIS applications in support of County goals; coordinates GIS development with other
County departments and outside agencies, and supervises development projects.
Supervises development of component layers and structure of spatial data; coordinates plans to
acquire, exchange, share, and integrate digital data; coordinates the continuous development,
operation, and maintenance of the GIS, including components of the system database, system
hardware and software, and system design.
Analyzes component layers and structure of multi -layered digital spatial GIS data sets; programs
application modifications and enhancements to manipulate, integrate and compile data; updates
and maintains the GIS database; cleans up and corrects data and new integrated data sets.
Compiles geographic data from a variety of sources; scans, rectifies, and digitizes data; edits and
refines GIS data, and updates database; performs quality control checks to assure data integrity.
Provides technical leadership to other GIS staff, prioritizes and assigns tasks and projects as
required.
Plans, schedules and presents GIS training topics for staff.
Coordinates a variety of administrative activities; coordinates technical issues with County
Information Services.

QUALIFICATIONS /REQUIREMENTS

EDUCATION and/or EXPERIENCE
Bachelor's degree (BA or BS) from a four-year college or university in Geography,
Engineering, Computer Science, or a closely related field of study, and five years related
experience; or an associates (AA) degree in an appropriate field of study and seven years
related experience; or GISP professional certification; or the equivalent combination of
education and experience and five years of experience in developing and managing a
spatial database in a GIS program. Technical or post -graduate education that is directly
related may be substituted for up to two years of experience.
LANGUAGE SHILLS
Ability to read and interpret documents such as ordinances, statutes, software
documentation, and various computer programming languages. Ability to analyze

information and write reports for consumption by both technical and non-technical
persons.
MATHEMATICAL SHILLS
Ability to apply concepts such as fractions, percentages, ratios, and proportions to
practical situations. Ability to utilize variables in various programming languages to
perform calculations.

Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of
instructions furnished in written, oral, or diagram form.
COMPUTER SHILLS
To perform this job successfully, an individual should have knowledge of ESRI GIS
Software; Microsoft PC and Server operating systems; MS Office Apps; networked
environments and SQL.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Washington State Driver's License is required. GISP and ESRI professional
certifications are preferred; additional technical training and certifications may be required.

Ability to conceptualize how GIS can support or enhance the operations of County departments.
Ability to perform complex, multi -step processing of data to provide final data products to

Detailed and proven technical skill in the use of at least one programming or scripting language
for current generation GIS.
Demonstrated ability to follow County policies and procedures.
Must have experience with project management planning principles, tools, and techniques.
Can show understanding of principles of land planning, surveying, mapping, global positioning
systems, and usage of aerial photography and satellite imaging.
Demonstrated knowledge of GIS, including competency with ESRI GIS software.
Principles and capabilities of computer systems, including networked environments and
peripheral devices.

and specialized software applications.
