HomeMy WebLinkAboutEngineering Services ManagerJEFFERSON COUNTY JOB DESCRIPTION Position: ENGINEERING SERVICES MANAGER FLSA: Exempt - Administrative Department: Public Works UNION: Exempt Annual Hours Worked: 2080 Adopted: November, 2012 / Exempt Salary Grade: MGR19 Approved By: e tC ),C1t 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for organizing, planning, managing, and directing the Engineering Division of the Public Works Department. May act as County Engineer in the absence of the County Engineer. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion, within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the County Engineer. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position supervise subordinates in the Engineering Division including the following: engineering, architectural projects, development review, and transportation engineering. Is responsible to carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Prepares and administers county road improvement, capital improvement, and construction and renovation programs. Ensure compliance with federal, State, and County standards, procedures and policies. Evaluate timelines, staffing and production levels. Make sure tasks are completed properly. Work with supervisors and staff to accomplish tasks and set minimum standards. Work with other Divisions to assure work performed is within timelines and established goals. 4.2 Develops and implements methods and practices to improve the work flow of assigned functions and to assure that work is performed in accordance with appropriate statutes and regulations. Jefferson County Job Description: Engineering Services Manager Page: 2 of 4 4.3 Directs division employees and makes recommendations on personnel actions. Provides training and development for all staff members. Oversees and implements training as provided for in the Union contract. 4.4 Prepares, administers, tracks and reports, road construction, road administration, capital improvement, construction and renovation and other miscellaneous budgets, to assure appropriate use of public funds, and that contractual obligations are met and the Department and County goals are achieved within available resources. 4.5 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication concerning change in a clear, effective, persuasive, and professional manner. Ability to effectively prepare and/or direct preparation of, and present comprehensive reports, presentations, budgets and correspondence to top management, public groups, and /or boards. 5.2 Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to works with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems. 5.3 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to use a personal computer and software, computer terminal, calculator, and other office equipment standard to areas of assignment and to adapt to new and /or modified equipment which may be acquired. 5.5 Demonstrated successful supervisory and managerial experience is preferred. Implement and maintain sound organizational practices. 5.6 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Independent and self motivated to complete required deadlines while simultaneously completing other task. Jefferson County Job Description: Engineering Services Manager Page: 3 of 4 5.7 While performing the duties of this job, the employee is frequently required to sit; use hand to finger, handle, or feel objects, tools or controls; and talk or hear. The employee is occasionally required to stand, walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. 5.8 Good health, and good physical condition, appropriate to the position. The employee must frequently lift and /or move up to 25 pounds and occasionally lift and /or move up to 50 pounds. Specific vision requirements include: close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Undergraduate degree (BS) in engineering, architecture, building technology or a closely related field from a four -year college or university. Five (5) years of progressively responsible experience at a senior level in engineering or technical architectural position in municipal government, with at least one (1) year as manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates, and /or an equivalent combination of education and experience. A Master's Degree (MA) in an appropriate field may be substituted for one (1) year of experience. 6.2 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. 6.3 Valid Washington State Driver's License and ability to maintain a valid license. 6.4 Registered Professional Engineer in Washington State. 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. 7.2 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner. 7.3 Understands the need for maintaining confidentiality of sensitive information. 7.4 Strong leadership, management, organizational, planning and negotiating skills. 7.5 Assure efficient and effective utilization of volunteers and department personnel funds, materials, facilities, and time. Jefferson County Job Description: Engineering Services Manager Page: 4 of 4 8.0 WORK ENVIRONMENT 8.1 While performing the duties of this job, the employee occasionally works in outside weather conditions and is exposed to wet and /or humid conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to toxic or caustic chemicals. 8.2 Work is normally performed indoors, in an environment with moderate noise.
