Quilcene Solid Waste Drop Box Site Improvements

Statement of Issue:
Recommendation to Award Contract for Construction to Robert Coultas General
Contracting, of Poulsbo, WA. Including Alternates #1 and #2, the bid amount for the
contract including state sales tax at 9% is $180,829.91.
Analysis/Strategic Goals/Pro's Et Con's:
A total of three (3) bids were opened during the BoCC Public session on August 14,
2017. Based on review of costs and qualifications of the apparent low bidders, the
most qualified and responsive low bidder has been selected. The bid amount is within
5% of the Engineer's Estimate.
Fiscal Impact/Cost Benefit Analysis:
This work to be paid for with local funds.
Recommendation:
The Board is asked to sign the Recommendation of Award of Contract where
indicated, and return the one (1) signed original to Public Works.

• The Call for Bids was issued by the Board of County Commissioners, on July 24, 2017.
• Due notice of Call for Bids was given as required by law.
• Three (3) sealed bid were received and opened in the public meeting held on August 14, 2017.
• The Public Works Department has completed checking the bids and has investigated the
qualifications of the lowest bidder.
• The bid tabulation is attached for reference.
The Public Works Department recommends that the construction contract, including Alternates #1 and #2,
be awarded to the best, most responsible, and responsive bidder:
Robert Coultas General Contracting, Poulsbo, WA,
for the total bid in the amount of $180,829.91 including WSST for the
