MINUTE S
Week of January 8, 2001
The meeting was called to order by Chairman Glen Huntingford. Commissioners Dan
Titterness and Richard Wojt were both present.
Approval of Minutes: Commissioner Wojt moved to approve the December 4, 2000
minutes as presented. Chairman Huntingford seconded the motion that carried.
COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Charles
Saddler reported:
• He handed out a draft worksheet listing all of the Advisory Boards and Committees that the Board
appoints or serves on. This list will be given to the Departments to review and update. The Advisory
Boards will be grouped by areas of interest /authority and staff will be assigned.
• He met with the Substance Abuse Advisory Board about the possibility of expanding their scope to
cover a variety of human service issues.
• This week the Department of Community Development and permitting process employees from other
Departments will be in training sessions regarding the UDC. There will be a proficiency test at the
end of the training. The Department will be ready to begin the implementation of the UDC on January
16, 2001 after the Martin Luther King holiday. Staff is relieved to bring closure to a very long
development process.
• The Endangered Species Act goes into effect today. The Board will be meeting in Executive Session
to discuss issues the County will face. This is a very onerous unfunded federal mandate. There are
significant financial implications for the County.
• The Regional Services Agreement with the City of Port Townsend was discussed. The City's response
to the County is a change in the fundamental policies between the City and the County. To be a
partnership both entities must prosper. The City Administrator has indicated that they would like to
change the way regional services are funded from an "equitable sharing" to incremental costs. The
County will need to provide information to the City on the role of County government in regional
services. This is not a dual taxation issue. He is concerned about the City's change in tone. In
several areas including dispatch and jail services the City and County are in agreement.
• Chairman Huntingford asked how Item #2 on the Consent Agenda relates to the services the Health
Department is providing? Is there an identified need or is this just a new grant that the Department
has applied for? Charles Saddler explained that this is a new service area for the Health Department,
but it is a need that was identified by Dr. Locke, the County Health Officer. Chairman Huntingford

asked if there have been requests from providers for this training and has this been identified as a need
in the Health assessment? Chairman Huntingford stated that he would like more information before it
is approved.
PUBLIC COMMENT PERIOD: The following comments were made: The adopted UDC
shows that the Director of DCD is the Building Official; the Building Official needs to be a position separate
from the Director of DCD; there is mis- communication between the Building Department and the Health
Department regarding the way each interprets the definition of an acre; all Departments need to work off the
same page so that the citizens aren't caught in the middle.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Titterness moved to delete Item #2 and approve and adopt the balance of the Consent Agenda as presented.
Commissioner Wojt seconded the motion which carried by a unanimous vote.

Accept Resignation from Member Serving on the Jefferson County Noxious Weed Control Board;

The Board met in EXECUTIVE SESSION from 10:06 -12:00 p.m. with the County Administrator,
the Director of Community Development, the Public Works Director, an Environmental Health Specialist and
the Deputy Prosecuting Attorney regarding potential litigation.
HEARING re: Proposed Budget Appropriations and Extensions; County Departments
and Specific Other Funds: The Chairman opened the public hearing and since there was no one from the
public present, asked if the Commissioners had any questions about the requests? He noted that the
information presented shows that every request isn't because the Department went over - budget. Some
requests are because the Departments have received grants that weren't anticipated at the time the 2000
budget was established.
Hearing no comments for or against the requested appropriations /extensions, the Chair closed the public
hearing. Commissioner Wojt moved to accept the recommendations and approve
RESOLUTION NO. 4 -01 ordering the budget appropriations /extension as submitted. Commissioner
Titterness seconded the motion which carried by a unanimous vote.

Rick Hert, North Olympic Peninsula Visitor Convention Bureau re: Update on Tourism:
Rick Hert presented the year 2000 bed tax figures for all cities and counties on the north Olympic Peninsula.
He pointed out that $273,915.24 was collected in Hotel /Motel Tax in Jefferson County during 2000 and
explained that an increase in room tax collection has a greater impact in the community in the form of
restaurants and retail sales. $290,883.00 was collected in the City of Port Townsend which was a 15%
increase over the 1999 tax collection. Jefferson County had an 11 % increase in room tax collections,
however room tax collections are down in the rest of the State. There are a number of factors that have
increased this tax collection: the weather, the advertising, the web pages and the number of events that are
going on in the area.
A Regional Marketing and Tourism Strategy was developed with a consultant last year. A visitors' guide is
being produced that will list every accommodation on the North Olympic Peninsula. This guide will be
available in the next few weeks. Another recommendation from the Regional Marketing Strategy is to
develop a central website. The NOPVCB will give up their website address to this project. There will also
be more joint marketing for the Olympic Peninsula.
The Board then interviewed Barbara Nightingale who is interested in serving on the Marine
Resources Committee.
