Motion carried. Correspondence: None Business: 1. Co-meeting with Clallam County Solid Waste Committee. Arrangements to be made by Clallam County. Tom will coordinate and notify members. Location will be Blyn or Gardiner Community Center. Date will be July 13. Change July 27 SWAC meeting to July 13. Time will be 1:30 to 3:30. Carpooling suggested. 2. Jerry reported on the CPG Grant revisions. DOE plans to decrease allocations to counties. The name of the program is being changed from Coordinated Prevention Grant (CPG) to Local Solid Waste Financial Assistance (LSWFA). DOE will eliminate 10% bonus for counties that have successfully coordinated with their partner jurisdictions and implement a 10% penalty for recipients that fail to meet performance criteria. DOE will eliminate an offset cycle. Unallocated money will be awarded to programs that have a quick turnaround. The 80/20 percent split for programs and enforcement may be changed. This may be beneficial to Health for increased funding. Projects planned are more of the same and more outreach is being discussed. Laura has some ideas to be discussed in item #4. Discussion on the recycle bins with the city. In-house recycling. Courthouse does not have visible recycling. Jefferson County has been recognized by DOE as a county that spends more than the minimum local match requirement for recycling programs. This has resulted in being awarded unallocated funds. 3. Jerry gave an update on the Port Ludlow Household Hazardous Waste Collection Event. Good support from the community, good weather and good team. From 106 vehicles collected 3,345 pounds of hazardous waste. Everything went very smoothly. There are extensive notes on the event. Jerry had comparisons from previous years. Laura and Jerry explained the procedures. A lot of bulbs were brought in. Alysa would like to collaborate on outreach for light recycle programs. Jerry reported on the explosive chemical that was dropped off and the handling with the Washington State Patrol Bomb Squad. Discussed the procedures used by the County staff and State Patrol. This was kept very low-key avoiding panic from the public. Discussion on the event. Kathleen noted the presentation to Dennis Bates for his 39 years of service to the county and solid waste. Dennis was a promoter of and participant in these events. 4. Laura reported on the Summer Events. Compost workshops flyers passed out. Discussed the durability of the compost bins. Brown paper tickets handle the signups, saving time for Laura. Grant funding has been cut in half. Laura spoke with the Grant Officer about the games and outreach she does in schools. The outreach can’t be measured, but Laura is working on a pre and after outcome to measure. Laura will be going into summer school classrooms. Grant officer would like a recycling bin audit. This has been done in other counties. Explained a three (3) bin recycling station to be made available for public events. It consists of three (3) garbage cans with one plywood top holding them together. They will be painted and labeled. Ease of storage, three bins stack and top stands against a wall. Kathleen suggested making the bin information available when people apply for event food permits. Waste audit being done at the PT High School. The gardener is applying for a grant for an earth tub with an auger in the middle. It should handle post and pre consumer food waste for the entire school. The “oops” tags are not as effective as “Thank you for recycling correctly”. 5. Tom reported on single stream recycling option that will be considered in the Master Plan update. Laura reported the Students for Sustainability have been working with Mike Chapman on a bottle bill to be presented in January. The students have met with Van De Wege and Chapman several times. They are advertising “5 for the Future”. Would like the bottle bill charge to be five cents instead of the ten that has failed in the past. Chris reported Clallam has changed to a single stream of paper, plastic and cans. Glass is at separate locations for drop off. Kathleen related a recent Energy Lunch where solid waste was discussed. King county energy projects started from solid waste questions. They explained about recycling of asphalt and oil based products and how it’s being recovered. The question was asked, “what if Clallam and Jefferson together gathered asphalt and once a year reclaimed it.” This would be something to talk about with Clallam County. Discussion on the relationship with a PUD and waste facility to reclaim gases. 6. Tom reported on the food waste composting options that will be considered in the Master Plan update. Clarification of looking at facilities in the Master Plan. Using power point, he presented the process before implementation. The process includes the following: 1. SWAC Recommendation – from consensus of the committee 2. Public Works Director Review and Approval 3. Skookum Contract Amendment – or any Contract requiring change – Is the change feasible. 4. Public Review – This involves notices and hearing with public input, including County Departments such as Health and Environmental Health. 5. Authorization/approval by the City of Port Townsend and Board of County Commissioners Implementation of recommendation/change 7. Evaluation of Expanding List of Recyclable Materials. Jerry explained some of the changes in recyclables. Clamshell packaging (deli) and low grade plastics as used in carry out packaging are now be accepted at several MERF’s. There is vacuum system for recycling plastic bags. Discussion included the ethical and environmental aspects. a. Expanded Plastics to include lids and caps b. Tire Collection/Disposal Not enough time at this meeting to evaluate, will evaluate at future meeting. Discussion on handout from Ecology about Waste Tires.
