SUBJECT: BID AWARD re: Total Compensation Study; Cabot Dow Associates, Inc.
STATEMENT OF ISSUE:
Jefferson County Elected Officials and Directors met in October 2016 and discussed compensation
expectations and requests, versus budget capacity; and equity concerns and what could be a shared process.
During that meeting there was consensus that the County conduct a Total Compensation Study of our seven
comparison counties to identify where the greatest inequities may be, so that the County could prioritize the
most severe inequities and potentially begin to develop options for addressing those first in future years, as
funding allows.
Without new major revenues, the County cannot afford to make any additional across the board adjustments
to increase compensation that would be above and beyond the regular annual wage adjustments. Historically,
the County puts as much new revenue as prudent in our annual general wage increases for represented staff
by agreement with our unions, and for our unrepresented staff as well.
ANALYSIS:
In August the County published a Request for Proposals (RFP) for consultant services to conduct a Total
Compensation Study for all job classifications in Jefferson County. The County received six responses to the
RFP which were evaluated based on the following criteria: Completeness, thoroughness, and responsiveness
to RFP; the strength of the proposed scope of work and methodology; background and experience providing
relevant and similar services and products to similar clients; the consultant's ability to manage and
coordinate this project effectively with County, as evidenced by previous experience, success and approach;
project staff qualification and background; total not -to -exceed cost; timeframe, approach to ensure speedy,
timely and complete delivery of services/products, as well as demonstrated past success with timely delivery
of excellent work; and strength of references.

The RFP evaluation team included Prosecuting Attorney Michael Haas, Superior Court Clerk Ruth Gordon,
Auditor Rose Ann Carroll, County Administrator Philip Morley, Central Services Director Mark McCauley,
and Clerk of the Board/Human Resource Manager Erin Lundgren. The RFP team unanimously determined
that the consultant Cabot Dow Associates, Inc. ranked the highest of all the consultants based on the
evaluation criteria listed above, as well as the fact that they are local (located in Bellevue, WA) and
experienced in conducting similar work for many public sector agencies in Washington State.
Cabot Dow Associates, Inc. references were contacted and all gave glowing reviews; reporting that they are
experienced, very detailed and thorough in their research and collecting, analyzing and reporting data,
timely, responsive, and within budget.
RECOMMENDATION:
Award the RFP X for the Total Compensation Study to Cabot Dow Associates, Inc. so that a contract can
be drafted for approval by the Board of County Commissioners.

• A Request for Proposals was published on July 31, 2017.
• Due notice of the Request for Proposals was given as required by law.
• Six proposals were received and evaluated by the RFP evaluation team, comprised of
Prosecuting Attorney Michael Haas, Superior Court Clerk Ruth Gordon, Auditor Rose
Ann Carroll, County Administrator Philip Morley, Central Services Director Mark
McCauley, and Clerk of the Board/Human Resource Manager Erin Lundgren.
• The RFP Evaluation team ranked the proposals based on the following evaluation
criteria: Completeness, thoroughness, and responsiveness to RFP; the strength of the
proposed scope of work and methodology; background and experience providing relevant
and similar services and products to similar clients; the consultant's ability to manage and
coordinate this project effectively with County, as evidenced by previous experience,

It is recommended that the County proceed with awarding the RFP to Cabot Dow Associates,
Inc. as the agency best qualified to perform the Total Compensation Study for the estimated not -
to -exceed amount of $41,570.
