HomeMy WebLinkAbout037 17) '(i : N -'-D I . 11. 11 i�i. -E�- JEFFERSON COUNTY STATE OF WASHINGTON In The Matter of Designating Applicant Agents } For the Washington Hazard Mitigation Program } RESOLUTION NO. -37-17 For Snow Creek Culvert Replacement } WHEREAS, Jefferson County Public Works has prepared a grant application for the Washington Hazard Mitigation Program to replace a culvert on Snow Creek Road MP 0.84 (Project No. 17 on the 2017-2022 Transportation Improvement Program); and NOW, THEREFORE, BE IT RESOLVED, Monte Reinders, P.E., Public Works Director/County Engineer or his Alternate, Eric Kuzma, Assistant Public Works Director/Engineering Services Manager is hereby authorized to execute for and on behalf of Jefferson County, a local government entity, state agency, special purpose district, federally recognized tribe or private nonprofit organization established under the laws of the State of Washington, this application, grant agreement, and payment requests to be filed with the Military Department, Emergency Management Division, for the purpose of obtaining and administering certain state and federal financial assistance under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Act of 1988, P.L. 93-288, as amended; BE IT FURTHER RESOLVED, that the Jefferson County Board of Commissioners hereby authorizes its agent to provide to the Washington Military Department, Emergency Management Division assurances and agreements required for all matters concerning such state disaster mitigation. Analysis/Strategic Goals/Pro's £t Con's: Public Works has prepared a grant application for the Washington Hazard Mitigation Program to replace a culvert on Snow Creek Rd. MP 0.84 (Project No. 17 on the 2017-2022 Transportation Improvement Program). The culvert has a history of plugging with debris due to its being undersized which could lead to failure of the road fill given the right circumstances. This grant program uses funds provided by Federal Emergency Management (FEMA) and the State of Washington to address potential hazards. The program requires that the governing board of the applicant designate its agent(s). Fiscal Impact/Cost Benefit Analysis: Estimated project cost is $997,992. The grant, if the application is successful, would pay for 87.5% of the project. Recommendation: Please sign the attached form (provided by WA state) where indicated to allow Public Works to function as the County's agent on this application.
