JEFFERSON COUNTY EMERGENCY ZONING ORDINANCE
APPLICATION
Request
The application is for an sign permit to display personal and religious
messages located approximately 660 feet south of Seton Road on the east
side of SR 20 , Port Townsend, identified as Tax Parcel Number 001212022 ,
Tax 26 within Section 21 , Township 30 North, Range 1 West, W.M.
The request is for a 64 square foot sign to display personal and
religious messages.
Findings
1 . The property is located approximately 660 feet south of Seton
Road on the east side of SR 20.
2 . The property is located within the Highway 20 Corridor intended
for uses as commercial and light/heavy industrial .
3 . Consistent with the Highway 20 Corridor Policies, the property
is zoned as "M-C, Light Industrial/Commercial District" within
the Jefferson County Zoning Ordinance, No. 09-0801-94 , Section
15, (see, the Highway 20 Mill/Road map depicting the boundaries
of the Zoning Districts.
4 . The proposed use is consistent with the goals, policies, and
provisions of the Jefferson County Comprehensive Plan, the
Highway 20 Corridor Policies, and the Jefferson County Zoning
Ordinance, No. 09-0801-94 .
5 . Specifically, the use applied for is consistent with the
permitted uses and activities anticipated within the "light
industrial/commercial district. "
6 . A site inspection was conducted and was determined that the sign
is situated within the 30 foot buffer area. The sign will need
to be removed and placed behind the 30 foot buffer area for
compliance with the Highway 20 Corridor Policies.
Development Review Division Action
The Jefferson County Zoning Administrator has reviewed the application,
and approves the proposed use subject to the conditions of approval
enumerated below.
Conditions of Approval

The following conditions of approval are binding, and commit the
applicant to: (a) the proposed project as submitted; (b) the Highway
20 Corridor Policies and the Jefferson County Zoning Ordinance; and, (c)
the following:
1 . The illumination of signs shall be shaded, shielded, or directed
so the light intensity or brightness shall not adversely affect
surrounding properties or public or private rights-of-way or
create a hazard or nuisance to the traveling public, or to
surrounding properties.
2 . Signs must be setback behind the buffer area for properties
fronting on Highway 20.
3 . The sign shall be continuously maintained. Signs that present
a public hazard as determined by the Jefferson County Building
Official or Department of Public Works shall be subject to
abatement.
4 . Signs shall be incorporated in to the landscaping of the site
when landscaping is provided.
5 . No more than 2 on-premise free standing or projecting signs or
combination thereof shall be permitted in conjunction with a
permitted business.
6 . No off-premise signs are permitted.
7 . A thirty (30) foot buffer shall adjoin the Highway 20 right-of-
way and the interior boundary of the corridor area.
8 . The sign shall be set back behind the 30 foot buffer adioininq
the highway right-of-way.
9. The sign shall not be used for any type of advertising displays
or messages.
10 . The size of the sign shall not exceed 64 square feet.
Appeals of Administrative Determination made by the Development Review
Division, may be appealed to the Hearing Examiner by the applicant, a
public agency, or any interested person as defined herein below, no
later than fourteen (14) days following the decision of the Department
by notice in writing to the Development Review Division.
This approval provides a basis upon which a building permit can be
issued. Once a building permit is issued, construction may begin.
Prior to occupancy or use of the facilities a final inspection must be
conducted to confirm that all conditions and requirements have been met.

Upon demonstration that all conditions have been met, a Certificate of
Occupancy will be issued by the Jefferson County Building Official .
