HomeMy WebLinkAbout20150120 FINAL NPC MRC MinutesNPC MRC 1/20/2015 FINAL Meeting Summary 1 January 20, 2015 NPC MRC 1st Final Meeting Summary The January 20, 2015 NPC MRC meeting took place at the ONRC Hemlock Forest Room at 1455 Forks Avenue, Forks, WA on Tuesday the 20th from 4:05 to 6:04 PM (00:01:18 on the audio counter). A quorum of voting members was established. Appointed committee members present at the meeting were Steve Allison (Hoh Tribe Rep.), Rod Fleck (City of Forks), John Hunter (Citizen Rep., Clallam County), Katie Krueger (Quileute Tribe Rep.), Deborah Kucipeck (Clallam County Rep.), Cathy Lear (Clallam County Alternate Rep.), Ian Miller (WA Sea Grant Ex Officio), Roy Morris (Citizen Rep., Clallam County), Rich Osborne (Citizen Rep., Clallam County), Tami Pokorny (Jefferson County Rep.) and Dana Sarff (Makah Tribe Rep.). Jill Silver called in to the meeting (Citizen Rep., Jefferson County). Rebekah Brooks (ONRC), George Galasso (OCNMS), Frank Hanson (ONRC) and Mike Tetreau (citizen) were also present. Introductions Public Comments Cathy Lear announced that Deb Kucipeck will be taking over the position of Clallam County Representative and Cathy will be moving to the position of Alternate. Additions to the Agenda Tami Pokorny added discussion of the upcoming annual MRC Summit to the agenda, since this year is the NPC MRC’s turn to host it. The agenda was approved by consensus. Approval of the November Meeting Summary Rod Fleck moved to approve the November Meeting Summary and Rich Osborne seconded. The November Meeting Summary was approved by consensus. Rich commented on his agreement to give a presentation on sonar effects on marine mammals: *since his knowledge on this topic is outdated, he will find someone else to give the presentation. Announcements Tami Pokorny announced the circulation of a thank you note to John Anderson, and mentioned Senate Bill 5087 on Oil Spill Safety, Senate Bill 5057 in response and the Carbon Pollution Accountability Act of 2015. Old Business RainFest Planning Tami Pokorny and Ian Miller gave an update on this topic and discussion followed. The subcommittee is in place and the Rainforest Arts Center was established as the location. The schedule will likely run the same as last year: doors open at 6:00 pm, films start at 7:00 pm and will go about 2 hours. John Hunter confirmed that NPC MRC 1/20/2015 FINAL Meeting Summary 2 earthquake/tsunami awareness will be part of the event. Ian Miller requested the circulation of the Film Fest link: http://wsg.washington.edu/communications/river-ocean-film-festival.html with the request for film submittals. New Business MRC Project Update  Trash Free Seas: Discussion took place over the Feiro Letter Re: Trash Free Seas Teacher Professional Development: the funding from the MRC will go toward planning and preparation of the development training, rather than the actual training event. This change was approved by consensus.  Micro Debris: Helle Anderson has identified an intern to do the pilot study.  NOPSC Pathways: Ian Miller and Jill Silver reported that things are moving along well with their interns.  CoastSavers: Grays Harbor MRC is managing this agreement. Roy Morris gave his account of Jon Schmidt’s presentation: “It’s a Small World After All: Trash and Tragedy in Japan Four Years after the Tohuku Earthquake and Tsunami Presentation.” Tami Pokorny reported Jon’s cleanup update and a sizeable grant that will help to ensure that Jon keeps his full-time position.  Harbor Seal Film: Tami Pokorny is expecting the proposal from Pacific Education Institute by the end of the month.  Newsletter: Tami Pokorny showed a list of ideas for articles and the group suggested additional topics, including an article on the sea star wasting disease and the die-off of Pacific seabird Cassin’s aucklets. Discussion on seabird mortality followed. WCRI Letters of Support The NPC MRC has been asked to sign on to the letter Re: Support of Washington Coast Restoration Initiative (WCRI). Rod Fleck moved that the NPC MRC endorse the WCRI, Roy Morris seconded. The motion passed by consensus. Tami Pokorny will sign as the NPC MRC coordinator. (Katie Krueger asked that her arrival during the motion be recorded in case of any voting discrepancies in the summary.) OCNMS Permitting and Regulation Processes Olympic Coast National Marine Sanctuary’s George Galasso gave a presentation on Sanctuary regulations that involved questions and discussion from the group. Updates Marine Debris/Ocean Acidification/Hypoxia Katie Krueger reported that the Quileute Tribe had a horrible crab season last year, one of many over the last decade. They plan to apply for disaster relief from NOAA, with some of the funding to go toward constructive efforts such as derelict pot removal and bar coding crab pots. Addition to the Agenda: NPC MRC’s Year to Host the Annual Summit Discussion took place over possible locations La Push versus ONRC. A subcommittee was formed to start planning: *Katie Krueger, Rich Osborne, Tami Pokorny and Deb Kucipeck volunteered. The subcommittee will meet before the next WCMAC meeting so they can report to the other MRCs then; they also decided to talk with the other MRCs before setting the date. Washington Coast Marine Advisory Council The last meeting was held on January 7th in Grays Harbor. The next meeting is scheduled for February 25th in Grays Harbor. Tami Pokorny gave an update on the agenda. The first draft of the MSP will be coming out this summer. Additional information, including PowerPoints from the meeting, can be found at www.msp.wa.gov. Olympic Coast National Marine Sanctuary Advisory Council NPC MRC 1/20/2015 FINAL Meeting Summary 3 The next meeting is scheduled for January 24th in Forks. Administration and Fiscal Agent Update Tami Pokorny presented an update: $1177 is available for RainFest and any related expenses. Ian Miller suggested giving a people’s choice award at the Film Fest for best in show. Katie Krueger brought up the issue of liability insurance for field interns who are minors. Discussion followed on concerns and ideas for the NPC MRC internships. Next Agenda The next NPC MRC meeting is scheduled for February 17th at ONRC in Forks. Topics include discussion on this year's MRC Summit and the NPC MRC internships. Public Comments/general Tami Pokorny distributed a brochure on the Joint Land Use Study on Puget Sound.
