April 21, 2015 NPC MRC Final Meeting Summary
The April 21, 2015 NPC MRC meeting took place at the ONRC Hemlock Forest Room at 1455 Forks
Avenue, Forks, WA on Tuesday the 21st from 4:07 to 6:34 PM (00:00:20 on the audio counter).
A quorum of voting members was established.
Appointed committee members present at the meeting were Steve Allison (Hoh Tribe Rep.), Liam
Antrim (OCNMS, Ex. Officio), Rod Fleck (City of Forks), John Hunter (Citizen Rep., Clallam County), Katie Krueger
(Quileute Tribe Rep.), Deborah Kucipeck (Clallam County Rep.), Ian Miller (Washington SeaGrant), Roy Morris
(Citizen Rep., Clallam County), Rich Osborne (Citizen Rep., Clallam County), Tami Pokorny (Jefferson County
Rep.) and John Richmond (Citizen Rep., Jefferson County).
Ed Ansorg, Jefferson County Citizen, Rebekah Brooks (ONRC), Kara Cardinal (The Nature Conservancy)
and Frank Hanson (ONRC) were also present.
Introductions
Public Comments
Katie Krueger commented on an interesting meeting between several states, Washington DC and British
Columbia on changing paradigms and the introduction of the pesticide Imidacloprid, to be used to kill native
shrimp to help oysters in Willapa Bay. The pesticide has not been approved for spraying in water anywhere else
in North America, but it is planned to be used in Willapa Bay and Grays Harbor oyster beds. Discussion followed
on new paradigms and the bigger picture of a healthy ocean. Liam Antrim gave an update on a mussel watch
sample survey that used to be done by NOAA and has now been taken over again by a Puget Sound centric
sampling; there is an opportunity for others to join in at sampling stations for $2900 per site. This may be
something to slide into the next funding cycle, perhaps at an historical site like Cape Flattery; interest must be
expressed by May 15th. Discussion followed. Katie Krueger made a correction to the RainFest brochure to note
for future reference: the Quileute Tribe was recognized incorrectly as the Quileute Nation.
Additions to the Agenda
Tami Pokorny added discussion of Ed Ansorg taking over Chiggers Stokes’ seat on the NPC MRC. The
agenda was approved by consensus, with the addition. Ed introduced himself to the committee and looks
forward to an opportunity to contribute to the MRC and the community. Roy Morris motioned to recommend
Ed Ansorg to the County commissioners to take over the open seat; Katie Krueger seconded. The motion
passed by consensus.
Approval of the March Meeting Summary
The March Meeting Summary passed by consensus with a correction to John Richmond’s affiliation.
Announcements
Ian Miller announced that a UW professor is possibly going to come out in June to look at the legacy
wood site for potential incorporation into her educational camp/class.

RainFest River and Ocean Fest—Final Preparations
Week One has been a huge success; Rod Fleck announced the opening of the Rainforest Arts Center and
good attendance at all events. The committee discussed logistics of the Trashion Show and Film Fest. *Tami
Pokorny requested cupcakes for the Trashion Show if anyone felt inclined to make some; *Katie Krueger
volunteered. Other updates included over 1000 volunteers signed up for the beach cleanup, the River and
Ocean Fest banner hung in Forks and Florian Graner having finished the redraft of The Seal’s Tour, which will
show at the Film Fest. Tami gave an update on a budget item: with the RainFest costs of hanging the banner,
Florian’s film revamping and Forks Forum ads, the RainFest expenses come to $1242, slightly over the $1177
budget. Rich Osborne moved to take the additional funds not being used by the Pacific Coast Salmon Coalition
budget and put them toward the RainFest budget; Katie Krueger seconded. The motion passed by consensus.
MRC Summit Planning
Tami Pokorny asked for feedback on what days to run the Summit: Wednesday to Friday: October 14th
to 16th, or Thursday to Saturday: October 15th to 17th. Rich Osborne stated he was in favor of holding the event
Thursday to Saturday, as it has been in the past, since many people can’t afford to give up work days to attend.
The NPC MRC voted with seven in favor of Thursday to Saturday and one in favor of Wednesday to Friday.
Discussion followed on event logistics. *The subcommittee has another planning phone call in two weeks; if
anyone has any ideas for speakers, field trips, etc., please email them to Tami.
New Business
Two-Year Funding Cycle—Revisions to RFP and Score Sheet
Discussion followed among the group on the benchmarks, suggested project types in the RFP and
desired projects that might now be possible under the new two-year funding cycle. The consensus was to leave
the project suggestions more or less as they are in the RFP in order to try not to dominate applicants’ thoughts
about project proposal ideas. The group agreed to discuss coastwide projects with the other coastal MRCs at the
Summit in October. Discussion then moved to multiple edits to the RFP from the whole group; *Tami Pokorny
will clean up the RFP with the suggested changes and send it around to the group for anymore edits before
distribution and submittal to the WDFW. Emphasis was put on getting the RFP finished to send out as soon as
possible, and work on any edits to and normalization of the score sheets later.
Updates
Marine Debris/Ocean Acidification/Hypoxia
This topic was addressed earlier under public comments, but the group briefly returned to the
discussion, considering how the issue of ocean acidification cannot be controlled globally, but can be
contributed to at a local level.
Washington Coast Marine Advisory Council
The next meeting is scheduled for April 22nd in Grays Harbor. Tami Pokorny gave a brief overview of the
agenda, which includes a marine and oil transport study presentation by the Department of Ecology. Additional

Olympic Coast National Marine Sanctuary Advisory Council
The last meeting was on March 20th at ONRC in Forks. Tami Pokorny showed an overview of the agenda.
Administration and Fiscal Agent Update
Tami Pokorny reported that things are going fine fiscally; she showed an overview of the budget. The
only contract that is not yet signed is with the Skills Center, but it should be by next week.
Next Agenda
The next NPC MRC meeting is scheduled for May 19th at ONRC in Forks. Topics include an MSP workshop
with Bridget Trosin on social, environmental and economic indicators for the ecosystem survey.

Public Comments/general
Kara Cardinal reported that she hasn’t heard back from NOAA yet regarding the derelict crab pot
removal project, but she hopes to present more on this topic at the next NPC MRC meeting. The NOPSC Natural
Resource Program was also discussed; there will be a meeting on April 28th or 29th to determine whether the
program will be cancelled or not.
