February 16, 2016 NPC MRC FINAL Meeting Summary
The February 16, 2016 NPC MRC meeting took place at the Hemlock Forest Room at 1455 Forks Avenue,
Forks, WA on Tuesday the 16th from 4:04 to 6:25 PM (03:04:40 on the audio counter).
A quorum of voting members was established.
Appointed committee members present at the meeting were Steve Allison (Hoh Tribe Rep.), Rod Fleck
(City of Forks), Katie Krueger (Quileute Tribe Rep.), Deborah Kucipeck (Clallam County Rep.), Rich Osborne
(Citizen Rep., Clallam County), Tami Pokorny (Coordinator, Jefferson County Rep.), John Richmond (Citizen Rep.,
Jefferson County) and Jill Silver (Citizen Rep., Jefferson County).
Rebekah Brooks (ONRC), Allison Cook (WDFW), Jennifer Hagen (Alt Rep. - Quileute Tribe), Victor Hanna
(Roy Morris’ Intern), Frank Hanson (ONRC), Dave Kloempken (WDFW) and Chris Waldbillig (WDFW) were also
present.
Introductions
Public Comments
The group briefly discussed the grant awarded to the University of Washington on earthquake advance
warning.
Additions to the Agenda
There were none.
Approval of the January Meeting Summary
The January Meeting Summary was approved by consensus, with a spelling correction from Jill Silver.
Announcements
Rod Fleck announced a Steelhead Discussion on 3/10 at 3:00 p.m. at the Rainforest Arts Center. The
objectives are to have a few key information points to discuss at greater length later in the year, and to find out
the value of steelhead to the local community as opposed to the entire State.
Old Business
RainFest Update
There will be a promotional table at Thriftway to promote the Trashion Show; volunteers are needed to
staff it. Steve Allison suggested having a monitor at the table showing clips of last year’s highlights. Katie Krueger
suggested having each presenter at the Trashion Show/Debris Repurposing Show tell a short story about where
the trash came from. *Rod Fleck tentatively volunteered to staff the promotional table. Sarah Tucker is working
on the Trashion Show website. A discussion followed over the merits of Trashion Show efforts and other marine
debris ideas. The draft RainFest schedule includes: Friday, 4/15: quilt show, lectures; Saturday, 4/16: Friends of

the Forks Library Annual Book Sale, Umbrella Parade; Tuesday, 4/18: Ross Hamilton photos, coffee service,
science posters; Wednesday, 4/19: shipwreck talk, coffee and dessert service or concessions; Thursday, 4/20:
Return of the River movie showing about the Elwah River; Friday, 4/21: Trashion Show, music, CoastSavers
exhibit; Saturday, 4/22: Washington Coast Cleanup, dinner, River and Ocean Film Festival; Sunday, 4/23: Lost
and Found movie, Discover Your Olympic Coast movie. Ian Miller sent out a press release for the Film Festival; an
article appeared in the Forks Forum.
New Business
Quileute Tribe Derelict Crab Pot Removal—Jennifer Hagen
Jennifer Hagen gave an overview of the Quileute project, which was funded through the Department of
Ecology and NOAA’s marine debris funding. Part of the survey involves flying, so weather and fishing windows
are extremely important. The Tribe intends to auction off the pots that are retrieved and use the money to fund
future gear removal projects. They are collecting coordinates on where gear is found and entering them into
NOAA’s database. They have been finding newer pots since the old ones are harder to locate unless it is very low
tide and they still have buoys attached.
Washington’s Wild Future—WDFW
WDFW is requesting feedback from public listening forums on what people want to see them do
differently. Dave Kloempken led discussion on responses from the group.
MRC Speaker’s “Bureau”
Tami Pokorny wants to start a list of available volunteer speakers to speak at Forks High School classes
and perhaps other venues. Frank Hanson said he always asks the guest speakers for the ONRC Evening Talks if
they are available to present at the High School and about 30% of them do. Discussion followed. *Katie Krueger
volunteered to present on treaty rights and other tribal topics; Jill Silver volunteered to present on invasive
species. *Please send Tami any lists of available presentations or other ideas.
Communications/Story Plan Continued
Tami Pokorny brought up the NPC MRC mission and vision statements and led discussion on how she
might tie those themes in to the next quarterly NPC MRC press article. Current research, RainFest and the next
project round were put out as ideas.
Additional New Project Ideas
Mycoremediation
Jill Silver discussed Fungi Perfecti founder Paul Stamets’ research on using straw bale booms inoculated
with oyster mushroom spores to absorb oil and contaminants from oil spills, storm water and fecal coliform in
agricultural settings, leaving cleaner water and soil. She proposed having Paul Stamets or one of his staff present
to the NPC MRC, and then to form a pilot project to learn how to build the booms and try them in local settings
with local emergency response teams.
Day Tour Script Elements
Tami Pokorny suggested that the NPC MRC collaborate on a script of elements around town that could
be used by the community, possibly as part of local tours, which acknowledges things the NPC MRC has been
part of.
“Mock MRC” Video
Tami Pokorny suggested interviewing Kim Kearns’ 6th grade science students about what science
projects they would create if they could do anything.

Other
John Richmond discussed his idea of promoting a NPC MRC message through the WDFW fishing and
hunting regulation manual. The group talked about possible ads to collaborate on that could reach people who
use the fishing resources in the State.
Other
Jennifer Hagen discussed the human waste issue at the La Push beaches with the influx of summer
campers. The group went over various composting and biodigesting devices and other disposal methods.
Other
Tami Pokorny brought up funding Summit conferencing; preliminary price investigation showed that it
would not be very expensive to provide remote viewing for those who cannot physically attend the Summit.
Updates
Marine Debris
Jennifer Hagen said the big issue right now is the large amount of small pieces of Styrofoam beads and
plastics.
Washington Coast Marine Advisory Council/Marine Spatial Planning
The last meeting was on 2/10 in Grays Harbor. Rich Osborne said the main thing discussed was how to
control oil transport, but there is not much that can be done. There was a briefing on seafloor mapping and a
presentation from Cascade Economics on FAQ from their economic assessment. They also went through a
sorting exercise to get a consensus on what MSP recommendations to present to the State. The next meeting is
scheduled for 4/20 in Grays Harbor. Jill Silver asked to go on the record promoting the incorporation of
ecosystem valuation into economic assessments. Additional information can be found at www.msp.wa.gov.
Olympic Coast National Marine Sanctuary Advisory Council
The last meeting was on 1/22 in La Push. Katie Krueger sent out her notes on the meeting to the NPC
MRC. Jennifer Hagen said that it was a joint meeting between the Intergovernmental Policy Council and the
Advisory Council and that it was very important to continue to have those meetings to see if there are
alignments between priorities. The Sanctuary is hiring a new Research Coordinator; the interview team will
include tribal representatives and the Research Seat from the Advisory Council.
Washington Marine Resources Advisory Council
The last meeting was on 10/13 in Port Townsend.
Fossil Fuels Related
The next Northwest Area Committee will be on 2/25 and is webinar available. *Tami Pokorny will send
around a link. More information can be found at http://www.rrt10nwac.com/.
Administration and Fiscal Agent Update
Tami Pokorny is trying to work with the Grays Harbor MRC because Feiro did not actually apply to Grays
Harbor. The budget has $26,040 remaining after projects.

Next Agenda
The next NPC MRC meeting is scheduled for March 15th at ONRC in Forks and will include a presentation
from Steve Fradkin on the health of the intertidal zone and freshwater ecology, and an update on
micoremediation.

The group expressed their thanks to the NPC MRC production staff.
