HomeMy WebLinkAbout20160419 FINAL NPC MRC MinutesNPC MRC 4/19/2016 FINAL Meeting Summary 1 April 19, 2016 NPC MRC FINAL Meeting Summary The April 19, 2016 NPC MRC meeting took place at the Rainforest Arts Center at 35 N. Forks Avenue, Forks, WA on Tuesday the 19th from 4:05 to 6:27 PM (00:01:25 on the audio counter). A quorum of voting members was established. Appointed committee members present at the meeting were Steve Allison (Hoh Tribe Rep.), Rod Fleck (City of Forks), John Hunter (Citizen Rep., Clallam County), Katie Krueger (Quileute Tribe Rep.), Deborah Kucipeck (Clallam County Rep.), Ian Miller (UW SeaGrant Ex. Officio), Roy Morris (Citizen Rep., Clallam County), Rich Osborne (Citizen Rep., Clallam County), Tami Pokorny (Coordinator, Jefferson County Rep.), John Richmond (Citizen Rep., Jefferson County), Dana Sarff (Makah Tribe Rep.) and Jill Silver (Citizen Rep., Jefferson County). Connie Beauvais (Port of Port Angeles Port Commissioner), Rebekah Brooks (ONRC), Garrett Dalan (The Nature Conservancy) and Frank Hanson (ONRC) were also present. Introductions Public Comments Steve Allison and Jill Silver announced that Carl Chastain (Pacific Coast Salmon Coalition [PCSC]) is recovering from a stroke that took place on 4/5/16. He is currently at Swedish Hospital in Seattle and is due home at the end of the month. While he recovers, Alex Huelsdonk will be the contact for PCSC. Additions to the Agenda Katie Krueger commented that a budget template needed to be added to the RFP or the instructions in the RFP needed to be revised before it went out. Jill Silver wished to add comments on an Olympic Mud Minnow Environmental DNA Study with University of Washington. Approval of the March Meeting Summary The March Meeting Summary was approved by consensus. Announcements Ian Miller introduced guest Connie Beauvais, Port of Port Angeles Port Commissioner. Tami Pokorny introduced members of the NPC MRC. Skip to New Business NPC MRC Activities – Presentation, Discussion Tami Pokorny gave an overview of the background of the NPC MRC to accommodate Connie Beauvais’ schedule. She also reviewed the list of the upcoming RainFest events, specifically the activities the NPC MRC is involved in. Members commented on values of the NPC MRC. Old Business NPC MRC 4/19/2016 FINAL Meeting Summary 2 RainFest Update and Planning Ian Miller thanked the volunteers who ranked the film submittals for Film Fest. Technical difficulties arose during the trial run for Film Fest, so extra equipment may be needed. Discussion followed on possible solutions. Tami Pokorny announced that Jon Schmidt lost a grant for CoastSavers, so she volunteered a NPC MRC bake sale during Film Fest with profits going to CoastSavers. *She will make a Costco run for baked goods and beverages, so please contribute if you wish. *Ian will also bring a large bag of popcorn from Swain’s. Tami gave an overview of RainFest events; *booths and displays can go up any time after 3:30 on Friday and Saturday nights. Mycoremediation Update Jill Silver said that Fungi Perfecti has been non responsive, so she had no real update. The project idea is stalled for the time being. She also announced a University of Washington (UW) study on Mud Minnows, and has been in contact with a UW researcher. Mud Minnows are a State sensitive species and their distribution is poorly known. The effort of the study is to test environmental DNA and habitat types to find out distribution. Jill would like to pursue applying for NPC MRC funding to participate in the study and will propose a small project in the upcoming funding round. Mud Minnows are relevant to coastal issues as they are prey for salmon and trout species. New Business Selection of RFP Budget Template About $22,000 in funding is left for the next RFP round. RFP ideas so far are: Forks Intermediate School Project, Mycoremediation, Water Bottle Filling Station at the Visitor and/or Transit Centers, Human Waste Monitoring at Second Beach, Interpretive Signs—Ports, Local CO2 Sequestration—Soils, Additional RainFest, Salmon Feed and Poetry Read. Discussion followed on each project idea and other thoughts on how to fund focused projects. A subcommittee was formed to work on a focused RFP; *Rich Osborne, Jill Silver and Garrett Dalan volunteered. Ideas for internal projects included Natural Resources Jobs and Job Training, $100 for the Salmon Feed and Poetry Read, Signs and Kiosks and the Mud Minnow study. Katie Krueger reminded the group that any signs on Park or other private property will be under the control of the property owner, so the project will require working with them on the format. Jill commented that part of the Pulling Together Initiative Project includes signage on invasive species. Discussion followed on a budget template. Katie pointed out that a budget template is needed because the application requires adhering to it; if the group decides they do not want to create a budget template, reference to it in the application must be removed. Rich stated his opinion that the entire application process is too onerous and prohibitive for such a small grant amount for community projects. Jill proposed the template follow the simple budget items that are already in the application, such as: salaries, benefits, equipment, supplies, travel, services, overhead, total in-kind and total NPC MRC request, with definitions for each category. RFP Cycle Schedule Tami Pokorny reviewed the 2016 Draft RFP Calendar; more discussion on the RFP followed. John Hunter suggested a travel fund for Forks High School teachers to apply to for field trip transportation funding. The group decided to hold off on the schedule until after the subcommittee meets. Rich Osborne proposed a consensus statement: to focus on one or two projects for the RFP, one of which will be interpretive signs, the other to be decided. Discussion followed. Ian Miller voiced concern that that might limit an already limited audience. Rich withdrew his previous statement and instead proposed to set aside $6000 for transportation for local school field trips for field science. The consensus was to set aside at least $5000 and to decide next time on the amount. Jill Silver and Rich proposed splitting the remaining $17,000 between priority projects and matching funds for locally focused scientific projects, with both categories requiring community outreach. Discussion followed with a focus on signage and field trip funding. Ian Miller brought up the gap in research on marine debris and encouraged the NPC MRC to keep pushing in that area. Jill Silver moved to send out the RFP as is and NPC MRC 4/19/2016 FINAL Meeting Summary 3 formalize the designation of the $5000 - $6000 field trip transportation budget. Katie amended that if the NPC MRC decides to send out the RFP as is, a budget form must be created. Rich seconded. A quorum was not present, so the motion was reduced to the intention of the committee. Rich stated that the RFP will now have the budget form and the appropriate amount of funding available ($17,000). MRC Summit Dates *Tami Pokorny will send out an email with the available dates. Updates Marine Debris This topic was skipped. Washington Coast Marine Advisory Council/Marine Spatial Planning No agenda is available yet, but the next meeting is scheduled for 4/20/16 in Grays Harbor. Garrett Dalan had a copy of the agenda and gave the group a brief overview. Additional information can be found at www.msp.wa.gov. Olympic Coast National Marine Sanctuary Advisory Council The last meeting was held on 4/25/16 in Port Angeles, with a presentations on ocean acidification and killer whales. The next meeting is scheduled for 5/25/16 in Neah Bay. Washington Marine Resources Advisory Council (MRAC) The last meeting was on 10/13/15 in Port Townsend. The next meeting is scheduled for 4/26/16. An ocean acidification update was sent out today. Fossil Fuels Related Tami announced that crude oil was going to go up in price, but Iran withdrew from negotiations that would lift prices. Administration and Fiscal Agent Update This was covered earlier under the Selection of RFP Budget Template and the RFP Cycle Schedule. Next Agenda The next NPC MRC meeting is scheduled for May 17th at the ONRC in Forks and will include decisions on the RFP, reporting on RainFest and newsletter articles; *Tami Pokorny will be in touch about the articles.
