November 15th, 2016 NPC MRC FINAL Meeting Summary
The Tuesday, November 15th, 2016 NPC MRC meeting took place at the Hemlock Forest Room, Olympic
National Resources Center, at 1455 Forks Avenue, Forks, WA from 4:07 (00:00:00 on the audio counter) to 6:07
PM.
Appointed committee members present at the meeting were Ed Ansorg (Citizen Rep., Jefferson County –
Recreational Groups), Joe Gilbertson (Hoh Tribe Rep.), John Hunter (Citizen Rep., Clallam County –
Education/Environment), Katie Krueger (Quileute Tribe Rep.), Deb Kucipeck (Clallam County Rep.), Rich Osborne
(Citizen Rep., Clallam County – Science), Tami Pokorny (Jefferson County Rep., Coordinator), Dana Sarff (Makah
Tribe Rep.), Jill Silver (Citizen Rep., Jefferson County – Conservation/Environment [by phone]), and Chiggers
Stokes (Citizen Rep., Jefferson County – Recreational Groups).
Sara Carter (student), Danyell Dahn (Forks High School), Victor Hannah (Jill Silver’s intern) and Frank
Hanson (ONRC) were also present.

There were none.
Additions to and Approval of the Agenda
The agenda was approved by consensus without changes.
Approval of the August and October Meeting Summaries
Katie Krueger’s changes to the July Meeting Summary have been made and it will be posted to the Department
of Fish and Wildlife website. The September NPC MRC Meeting was not recorded, so a summary may be
unavailable. The August Meeting Summary was approved by consensus with one spelling correction from
Katie. The October Meeting Summary was approved by consensus.
Announcements
Victor Hannah has offered to write a first draft meeting summary; thank you to Victor. Dana Sarff announced
that John Miller was hired as the new General Manager for the Makah Tribe. Joe Gilbertson announced that
Khalil Marcus was hired as the new Natural Resources Director for the Hoh Tribe since Steve Allison’s
retirement. Joe also said he was happy to fill in for Steve’s position on the NPC MRC.
Old Business
MRC Summit
Tami Pokorny showed the MRC Summit agenda. NPC MRC members shared experiences, including reviews of
the Shoreline Management Project updates, interesting sessions and presentations. Material from the Summit
will be posted on the Surfrider Foundation website.

Water Bottle Filling/Marine Debris Education Stations Update
Tami showed several different bottle filling models, which are designed to directly replace traditional water
fountains and encourage the use of reusable water bottles. Four locations have been confirmed. Joe Gilbertson
suggested the Hoh Health Clinic as an additional location. Danyell Dahn suggested the Forks Fire Department.
Chiggers Stokes brought up the high water quality in the Olympic National Park and the damage that occurs
during water collection. Discussion followed on all these possible interactions.
COASST Training
On December 3rd, there will be a COASST training at the ONRC to learn how to run the protocol on marine debris
data collection. Please help distribute posters for the training. Discussion followed on student and volunteer
involvement, ideas on participation and the difficulty due to the high level of protocol detail.
New Business
Finalize Internal Projects (WDFW Amendment #2)
Tami Pokorny reviewed the projects that have already been approved for the two-year time frame. Funding for
internal projects started at $77,000 and after the first round projects there is $26,040 left. The NPC MRC
approved the request for more funding for the COASST project in February; this needs to be reapproved.
Options for the remaining funds are RainFest add-ons; renting the Fin the Chum Salmon sculpture; audio/visual
support for the Film Fest; RainFest banners for the light poles through Forks; creating a NPC MRC presence at
the Visitor’s Center Ocean Room; a display at the Transit Center with possible community involvement; and
cards for the educational game that Nicole Harris designed to coincide with the Discover Your Olympic Coast
film. Katie Krueger presented a t-shirt she designed with a terrapod as a possible idea for a project with
students. The group discussed the projects they wanted to go forward with, which included RainFest add-ons,
Fin the Chum Salmon, and a display at the Visitor’s Center. The curriculum cards or the Transit Center display
were the top contenders for the remaining funds.

John Hunter moved to approve the list of projects as allocated by the NPC MRC, Katie Krueger seconded. The
motion was approved unanimously.

Katie Krueger updated the group on the interaction between the Quileute Tribe and Olympic National Park
regarding the parking at Second Beach. The Park has installed portable toilets at Second Beach; the Tribe is
paying for the parking. They also came to the agreement that there should be no parking along the road at all.
WCRI Letter of Support
Tami Pokorny shared Ed Bowen’s comments; he did not approve of the WCRI letter and felt that the process was
kept from the public. Rich Osborne explained the approval process, which included public vetting and letters of
approval on each project. Katie Krueger made a motion to support the letter; Chiggers Stokes seconded. The
motion passed by consensus.
