HomeMy WebLinkAbout20170418 FINAL NPC MRC MinutesNPC MRC 4/18/2017 FINAL Meeting Summary 1 April 18th, 2017 NPC MRC FINAL Meeting Summary The Tuesday, April 18th, 2017 NPC MRC meeting took place at the Hemlock Forest Room, Olympic National Resources Center, at 1455 Forks Avenue, Forks, WA from 4:08 (00:00:10 on the audio counter) to 5:25 PM. Appointed committee members present at the meeting were Rod Fleck (City of Forks Rep.), John Hunter (Citizen Rep., Clallam County – Education), Katie Krueger (Quileute Tribe Rep.), Deb Kucipeck (Clallam County Rep.), Rich Osborne (Citizen Rep., Clallam County – Science), Tami Pokorny (Jefferson County Rep., Coordinator/Facilitator), Jill Silver (Citizen Rep., Jefferson County – Conservation/Environment) and Chiggers Stokes (Citizen Rep., Jefferson County – Recreational Groups). Rebekah Brooks (ONRC [by phone]), Kevin Decker (Washington Sea Grant), Frank Hanson (ONRC) and Lee Taylor (NPS) were also present. Introductions Public Comments Jill Silver and Tami Pokorny led the group in thanking Katie Krueger for her service to the NPC MRC over the years; Katie will be retiring later this month. They also presented her with a thank you gift. Additions to and Approval of the Agenda The agenda was approved by consensus. Approval of the March Meeting Summary Rod Fleck moved to approve the summary; Rich Osborne seconded. The summary was approved by consensus. Announcements There were none. Old Business RainFest Planning and WA Coast Cleanup Related Tami Pokorny gave an overview of some of the schedule items; the schedule should be finalized today. *Deb Kucipeck volunteered to help with the Finn the Migrating Salmon sculpture. The Coast Cleanup will be on Saturday, 4/29/17. More discussion followed on other RainFest items, including displays and a Film Fest update. Transit Center Tami Pokorny gave an update on the photo display idea for the transit center. The Sanctuary photos are not high enough resolution to make them large enough to fill the upper wall panels; Tami is looking into other options. The water bottle filling stations have been ordered and should arrive by next week. Kevin Decker, Washington Sea Grant Kevin Decker gave a presentation on the Marine Spatial Plan (MSP) draft release and review process. He reviewed the five goals of the MSP: to protect existing uses, to protect cultural uses and resources, to preserve NPC MRC 4/18/2017 FINAL Meeting Summary 2 the environment, to integrate into the existing decision-making framework and to provide for new economic opportunities. The Washington Coast Marine Advisory Council (WCMAC) identified five new uses that are most likely to be integrated into the outer Washington coast: aquaculture in new locations, marine product extraction, dredge disposal, marine renewable energy and mining extraction. The rough draft is being reviewed by the WCMAC. It will then be released to the public for a comment period. Katie Krueger stated that the statute that created the WCMAC to advise the MSP process excluded a voting seat for each treaty tribe and only provided for a non-voting liaison seat. Further, per the statute, the economic sectors prepared for WCMAC only were required to consider non-tribal components, although they did accept a Quileute submittal on tourism. Notably the fishing sector did not include tribal data. This created many anomalies in the larger MSP document because tribal economic factors integrate with the state’s at large, in a number of ways. Discussion followed on the purpose of and concerns over the MSP. New Business International Coast Cleanup Related The Cleanup is scheduled for 9/16/17. There were no updates. Funded Projects Updates The deadline for articles for the West End Natural Resources Newsletter is 5/1/17. Article topics were discussed. There are funds for one more water bottle filling station if another location can be decided. Updates Marine Debris (All): There were no updates. Washington Coast Marine Advisory Council/Marine Spatial Planning (Rod): The next meeting is scheduled for 5/10/17 in Grays Harbor. Olympic Coast National Marine Sanctuary Advisory Council (Roy/Rich): The next meeting is scheduled for 5/19/17 in Neah Bay. No agenda has been posted yet. Katie Krueger announced her retirement party on 5/27/17; all are invited. Washington Marine Resources Advisory Council (MRAC): The council has not met since the last NPC MRC meeting, so there was nothing new to report. Fossil Fuels Related (All): The terminal on the Columbia River is still viable. Administration and Fiscal Agent Update: Next month will be the last opportunity to move funds around; more funds may be designated to go toward the transit center, depending on cost of photos. Next Agenda (May 16th): The agenda will include an update on the transit center. Public Comments/General There were no public comments.
