This position receives general supervision and direction from the Road Superintendent. This position exercises general supervision and provides specific direction to Operator III Leads and other assigned road -crew personnel. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Road Maintenance Accountable for road -maintenance projects in assigned geographic area, including chip -seal program, culvert and drainage maintenance, personnel training and development, vegetation management and all other road maintenance. Provides proactive evaluation of infrastructure in assigned area. Uses a deep, technical knowledge and a thorough understanding of materials, equipment and repair/maintenance techniques to direct road -maintenance activities and emergency -repair activities. Provides overall jobsite oversight, crew oversight and inspection of completed work in accordance with local, state and federal agency safety and training requirements. Administration Plans and prioritizes work load, schedules, personnel assignments, status of ongoing work and projects in order to plan activities, including financial management related to the operations supervised. Assigns specific duties to personnel such as enforcing of agency rules and regulations or government laws and codes; conducts investigations or research; writes technical, informative or operational reports and papers; and works on special projects. Coordinates materials, staffing and equipment for various road -maintenance needs with other units, sections or agencies. Tracks expenditures of labor, materials and equipment, and ensures accuracy and timely submittal of timecards and other required documentation for assigned crew. Utilizes computer to complete written reports and prepare basic project budget costs. Provides project support including paperwork, purchasing supplies, right-of-way, permit compliance, documenting status on road projects where conditions exist and applying for permits when Jefferson County Job Description: Operator III Foreman Page 2 of 5 necessary. Reviews reports and other records prepared by personnel for clarity, completeness, accuracy and conformance with agency policy. Responsible on a primary basis (with assistance from other foremen and lead personnel) for responding to off -hours calls for service. Triages calls for service and contacts and assigns crew to work after hours. Participates in team process to set work level expectations, goals and objectives. Supervision Supervises and coordinates activities of assigned crew, using strong interpersonal skills to enhance crew productivity and cooperation and to resolve employee conflicts and personnel issues. Supports the crew's work in a team -based environment. Supports the development and cross -training of assigned crew. Maintains confidentiality of sensitive issues. Oversees safety of assigned crew, recognizes issues and makes corrections as necessary. Sets a high standard for safe behavior. Makes safety-related and operationally related suggestions for improvement. Conducts tailgate safety meetings and coordinates incident reports for assigned crew. Accountable for staff work assignments and work performance. Accountable for specific projects, working in a team -based environment and participating in the annual training program and performance evaluation process. Participates in self-directed team process to set work level expectations, goals, and objectives. External Relations Communicates effectively and respectfully with citizens to respond to maintenance requests and complaints. Investigates and answers action requests in response to external concerns. Utilizes training and a basic understanding of permitting issues to know when an external permit is required prior to commencing work. Communicates and cooperates effectively with utilities and other external stakeholders regarding right-of-way infrastructure issues. Operator III Ability to operate a loader, power broom, brushcutter, low boy and truck, 10 -yard dump truck and trailer, roller, chipper, airsaw, curber, line remover, road grader and distributor, and various hand tools Know how to operate a dozer, chip spreader, backhoe, layton box, grader, belt loader, track loader, and excavator. Ability to coordinate materials, manpower and equipment for various road maintenance needs. Ability to prioritize road maintenance for area of assignment. Ability to provide small project support, i.e. paperwork, purchasing, supplies, right-of-way, permit compliance, document road project status, and apply for necessary permits if needed. Participates in self-directed team process to set work level expectations, goals and objectives. Perform other tasks as directed. SUPERVISORY RESPONSIBILITIES: This position supervises a geographic roads area and staff assigned to that area. Responsibilities include assisting the Department Head and/or Road Maintenance Superintendent with interviewing, training, planning, assigning and directing work. This position leads performance reviews for assigned personnel, assists in addressing complaints, resolves worksite problems and carries out disciplinary measures assigned by Superintendent. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED), with six (6) years experience in road building activities or related experience, and demonstrated ability to operate equipment identified in the Essential Duties and Responsibilities Section of this job description; including a minimum of two (2) years progressively responsible leadership experience; or, equivalent combination of education and experience. Two years assignment or intermittent experience as an Operator III Lead is preferred but not required. Demonstrated leadership and supervisory abilities as an Operator III. Must have the ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak clearly and politely with members of the public, with members of the assigned crew and with members of other local agencies. Ability to speak effectively before groups of customers and County employees. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SKILLS: Ability to use mobile devices to communicate effectively with supervisory staff, with members of other local agencies and with the public. Ability to use word-processing, spreadsheet, maintenance -management database and internet-browser software on a desktop or laptop computer. CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License Valid Class A Commercial Driver's License OTHER SKILLS and ABILITIES: Ability to implement County policies and procedures as it relates to road maintenance duties. Extensive familiarity with tools, instruments, equipment and techniques commonly used in the performance of road maintenance as applicable to assigned program(s). Ability to effectively lead assigned crew. Ability to work effectively in a team environment. Effectively collaborate and cooperate with Operator III Leads (where applicable) and other Operator III Foremen to lead the activities of the road -maintenance crew. Ability to effectively communicate with others for purposes of gathering and relating information. Effective collaborative skills for working with internal and external customers in respect to organizational requirements. Ability to understand and implement new techniques, deal with rapid changes in events, remain calm in stressful situations and relate to various personality styles in a calm, professional remit -10 Ability to maintain a high standard for accuracy, completeness and efficiency both in the completion of assigned programs and projects and in the collection of crew data. Understand the need for maintaining confidentiality of sensitive information. Understand when to forward internal/external issues to supervisor for further action. Independent and self -motivated to complete required deadlines while simultaneously completing other tasks. Understanding of work safety requirements. Conducts crew `tailgate' safety meetings. Recognizes safety issues and implements changes to correct. Ability to report to work fit for duty outside of the regular shift and on the weekend to respond to wind, flood, snow, ice and other events when they occur. The noise level in the work environment is usually loud. CAREER LADDER/SKILL BAND This position is in the Operator III Skill Band. The Foreman position is adopted through the organization chart for the Department by the Board of County Commissioners. The position is assigned by the Road Superintendent with approval from the Public Works Director.
