SUMMARY: This position is responsible for assisting the Operator III Foreman in the supervision
and coordination of the activities of the road -maintenance crew engaged in carrying out department
objectives for one or more assigned programs of responsibility. This position receives specific
supervision from the Operator III Foreman, may also receive direction from the Road Maintenance
Superintendent and receives overall supervision from the Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Accountable for specific projects as assigned. Such assignments could include any combination of
road -maintenance activities such as the chip -seal program, culvert and drainage maintenance,
personnel training and development, vegetation management and any other broad area of road
maintenance. Supports the crew's work in a team -based environment. Supports the development and
cross -training of assigned crew.
Reviews work load, schedules, personnel assignments, status of ongoing work and projects in order
to plan activities for assigned programs. Assigns priority to activities in assigned programs.
Recommends to supervisor personnel needs to accomplish planned activities and uses assigned
personnel wisely to accomplish activities. Reports to supervisor on status of activities.
Oversees assigned crew. Assigns specific duties to assigned personnel. Leads and oversees crew
efforts. Inspects work output continuously and upon completion, ensures correction as necessary.
Tracks labor, materials usage, equipment usage and accomplishment data for assigned crew on crew
timesheets. Ensures accuracy of data for assigned crew.
Conducts work activities in accordance with local, state and federal agency safety and training
requirements. Oversees safety of assigned crew, recognizes issues and makes corrections as
necessary. Makes safety-related and operationally related suggestions for improvement. Conducts
tailgate safety meetings for assigned crew. Coordinates incident reports for assigned crew.
Participates in division and department planning and strategizing. Assists with project support
including paperwork, tools, supplies, right-of-way, permit compliance, documenting status on road
projects where conditions exist and applying for permits. Review reports and other records prepared
by staff for clarity, completeness, accuracy and conformance with agency policy.

Responsible on a rotating basis with other lead and foremen personnel for responding to off -hours
calls for service. Triages calls for service and contacts and assigns crew to work after hours.
Provides explanations to the public about roads and roads programs. Resolves conflicts or disputes
that may arise.
May temporarily act as an Operator III Foreman in the absence thereof.
Operator III
Ability to operate a loader, power broom, brushcutter, low boy and truck, 10 -yard dump truck and
trailer, roller, chipper, airsaw, curber, line remover, road grader and distributor, and various hand
tools
Know how to operate a dozer, chip spreader, backhoe, layton box, grader, belt loader, track loader,
and excavator.
Ability to coordinate materials, manpower and equipment for various road maintenance needs.
Ability to prioritize road maintenance for area of assignment.
Ability to provide small project support, i.e. paperwork, purchasing, supplies, right-of-way, permit
compliance, document road project status, and apply for necessary permits if needed.
Accountable for specific project steps, work in a team based environment and participate in the
annual training program and annual performance evaluation process.
Participates in self-directed team process to set work level expectations, goals and objectives.
Perform other tasks as directed.
SUPERVISORY RESPONSIBILITIES:
This position has no direct supervisory responsibility but is a lead position. Lead responsibilities
include assisting supervisory staff with interviewing, discipline, training, planning, assigning and
directing work. This position also assists provides for performance review and assists in addressing
complaints and work -site problems.

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree (GED), with six (6) years experience in road
building activities or related experience, and demonstrated ability to operated equipment
identified in the Essential Duties and Responsibilities Section of this job description; or
equivalent combination of education and experience.

Demonstrated leadership abilities, and demonstrated skill and competency within assigned
work area.
Ability to successfully complete various required training classes and obtain certificates
necessary for functional skills performance, maintenance and improvement.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence.
Ability to speak clearly and politely with members of the public, with members of the assigned
crew and with members of other local agencies.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and
interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variable in situations
where only limited standardization exists. Ability to interpret a variety of instructions furnished
in written, oral, diagram, or schedule form.
COMPUTER SKILLS:
Must have demonstrated ability to use mobile devices to communicate effectively with
supervisory staff and with members of other local agencies.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License.
Valid Class A Commercial Driver's License.
OTHER SKILLS and ABILITIES:
Ability to effectively coordinate multiple materials, staffing and equipment needs for various road
maintenance projects.
Ability to effectively communicate with others for purposes of gathering and relating information.
Effectively lead assigned crew. Effectively collaborate and cooperate with the Operator III Foreman
and other Operator III Lead position (where applicable) to lead the activities of the road -maintenance
crew.
Extensive familiarity with tools, instruments, equipment and techniques commonly used in the
performance of road maintenance as applicable to assigned program(s).
Ability to maintain a high standard for accuracy, completeness and efficiency both in the completion of
assigned programs and projects and in the collection of crew data.
Ability to understand and implement new techniques, deal with rapid changes in events, remain calm
in stressful situations and relate to various personality styles in a calm, professional manner.

Independent and self -motivated to complete required deadlines while simultaneously completing other
tasks.
Knowledge of County and Public Works Department polies and procedures. Knowledge of and skill in
road maintenance techniques.
Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
Good health, good physical condition and the ability to work in a variety of weather conditions.
Understand the need for maintaining confidentiality of sensitive information.
Ability to collaborate with internal and external customers in respect to organizational requirements.
Skilled in road maintenance techniques.
Ability to work effectively in a team environment.

and/or overhead utilities, and vibration.

CAREER LADDER/SKILL BAND
This position is in the Operator III Skill Band. Appointments to the Lead position are by the Road
Maintenance Superintendent with approval from the Public Works Director on an as needed basis.
