SUBJECT: Agenda Request: Setting a Public Hearing Date and Publishing a Public
Hearing Notice on Request for a Change of Scope to the Snow Creek
Watershed Acquisitions Conservation Futures Project.
STATEMENT OF ISSUE:
Environmental Public Health requests BoCC approval of a Public Hearing Notice to take comments
regarding a parcel substitution in the Snow Creek Watershed Acquisitions Project originally approved in
2014 (Resolution #s 14-29 and 15-05). The notice is to be published on October 4 and October 11, 2017 in
the Port Townsend & Jefferson County Leader. The hearing is tentatively scheduled for Monday, October
16, 2017 at 11:00 a.m.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
In an email to JCEH staff on June 14, 2017, Jefferson Land Trust requested that the scope of work for a
previously approved conservation futures project, the Snow Creek Watershed Acquisitions (2014), be
changed to allow for a parcel substitution. The project is currently the subject of a Project Agreement
signed July 20, 2015. Specifically, the requested change is to substitute APN 802021005 for one of the two
original project parcels, APN 802111001. The original parcel is no longer available for purchase and the
"new" parcel is of similar location, size and habitat characteristics.
Land Trust Conservation and Strategic Partnerships Director Sarah Spaeth, Conservation Futures Citizen
Oversight Committee (CF Committee) Vice Chair David Wilkinson and EH Staff met with the BoCC to
introduce the request on July 24, 2017. A special meeting of the CF Committee then took place on August
10, 2017 to consider it, and an absolute majority of the CF Committee voted to approve. No additional CF
funds are being requested.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
Costs to publish the Public Hearing Notice in the Port Townsend & Jefferson County Leader will be paid
for with funds from the Jefferson County Conservation Futures Fund.

RECOMMENDATION•
To facilitate a timely public process, staff recommends that the BoCC approve the Public Hearing Notice to
hold the hearing on October 16, 2017 at 11 a.m.

NOTICE OF PUBLIC HEARING
Jefferson County Conservation Futures Program
NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board
of Commissioners for MONDAY, October 10, 2017 at 11:00 a. m. in the Commissioners'
Chamber, County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368. The public
hearing is to take comments for (or against) a parcel substitution in the Snow Creek Watershed
Acquisitions project which was originally approved for conservation futures funding in 2014. The
change, requested by project sponsor Jefferson Land Trust, would substitute the acquisition of
APN 802021005 for one of the two original project parcels, APN 802111001. The latter parcel is
no longer available for purchase, and the "new" parcel is of similar location, size and habitat
characteristics. No additional conservation futures funds are being requested. Written public
comment will be accepted any time up through the close of the public hearing, addressed to the
BoCC at P.O. Box 1220, Port Townsend, WA. 98368 or by email at jeffboccgco jefferson.wa.us.
Copies of the original Snow Creek Watershed Acquisitions project application and the parcel
substitution request are available to view in the Office of the Board of County Commissioners at
the Jefferson County Courthouse and online at http://www.co.jefferson.wa.us/560/Conservation-
