Creating a County project RESOLUTION NO. 41-17
designated as Snow Creek Road MP 0.84 Culvert Replacement.
IT IS HEREBY RESOLVED that Snow Creek Road, County Road No. 352909, from M.P.
0.81 to M.P. 0.87, be improved as follows:
Prepare a preliminary design including geotechnical analysis, hydraulic analysis, land and
topographical survey, engineering, and permitting to evaluate alternatives for culvert
replacement at milepost 0.84. The preliminary design will be used to apply for grant funding to
complete final design and construction.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.

Subject: Resolution to Create County Project
Snow Creek Road MP 0.84 Culvert Replacement
Statement of Issue: A Resolution is necessary to add this project to the officially
adopted annual road program.
Analysis/Strategic Goals/Pro's Et Con's: The culvert at Snow Creek Road Milepost 0.84
is located under a 40 to 60 ft. deep earth fill which is beginning to fail at the
downstream end. The preliminary engineering needs to be completed, followed by
timely replacement of the culvert. Public Works plans to use County Road funds to
prepare a preliminary design, utilizing consultants, and including geotechnical analysis,
hydraulic analysis, land and topographical survey, engineering, and permitting. The
preliminary design will be used to apply for grant funding to complete the final bid
documents and construction.
Fiscal Impact/Cost Benefit Analysis: The estimated cost for the preliminary design is
$99,013, which will be funded by the County Road Fund. The remaining cost for final
design and construction is estimated to be between $1,000,000 and $1,300,000. Public
Works intends to fund this remaining work with State and/or Federal grants.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.
