HomeMy WebLinkAboutCounty Developmental Disabilities & 1/10th CoordinatorJob Title: Department: Reports To: FLSA Exempt (Y/N): Union: Blood Borne Pathogens: Salary Level: Location: Approved By: Approved Date: JEFFERSON COUNTY Job Description County Developmental Disabilities & 1/10th Coordinator Public Health Public Health Director No UFC W No Grade 30 Public Health r - Human Resources Manager October 2017 SUMMARY: Administration, program planning, and program evaluation of various Human Services Programs, by providing leadership in community planning; advocacy; coordination; community information and education; the development, implementation and monitoring of community plans and contracts, budgets; grants; administration of contracts deliverables and subcontracts and monitoring of service providers; by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Works under the general direction of the Department Director and has significant independence in carrying out the duties and responsibilities of the position. • Assists in facilitation and development of community based, Human Services programs. • Represents the Department in local collaborative efforts to organize, plan and promote service capacity and delivery in the County. Develops plans which coordinate services, enhance local capacity and encourage integrated comprehensive services. • Develops and maintains contact and working relationships with a variety of Regional, State and local Agencies, Committees, Advisory Boards, Service Providers and Special Interest groups concerned with needs and services; in order to develop Human Services community policies, plans, goals and priorities. • Monitors County Employment and Day Program Provider performance for adults with disabilities under the Developmental Disabilities Administration's service requirements. • Assists with contract negotiations for State to County and County to Provider funding for client services. • Provides accountability to Department Director regarding use of State and local funds for services. • Provides technical assistance to County Service Providers as needed. • Facilitates multi -disciplinary teams of professionals in the assessment, and service planning for clients with disabilities. • Provides staff support to County Developmental Disability Advisory Board and the County Mental Health/Substance Abuse Advisory Committee. Jefferson County Job Description: Developmental Disabilities & 1/10th County Coordinator Page 2 of 3 • Manages the Request for Proposals Process, including review process and recommendations for funding, for the allocation of the 1/10'h of 1% Sales and Use Tax funding for Mental Health and Substance Use Disorder. • Facilitates the evaluation and reporting process by assuring meetings between each contractor and the contracted Epidemiologist for all services supported all or in part by the 1/10th of 1% Sales and Use Tax funding for Mental Health and Substance Use Disorder services. • Assists with the annual program budget development and routine monitoring of revenue and expenses. • Develops and presents educational materials to boards, community groups and organizations. • Works with DSHS, DDA, Service Providers, client advocates, parents and clients regarding service delivery and systems development. • Provides program evaluation information and data to department management, Advisory Board members, Committee members and policy makers for use in program decisions. • Attends conferences, seminars, trainings, Association meetings, and other local, regional and statewide meetings as directed which may involve evening hours and travel outside the normal scheduled workday or workweek. • Required to work in facilities of off-site providers, agencies, and client's homes. • Performs other duties as assigned. MINIMUM QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor's degree (B.A.) from four-year college or university in Human Services, Public Administration, Public Health, or Developmental Disabilities related subject area; and one to two years related work experience, or six (6) years of progressively responsible work experience in Developmental Disabilities, Mental Health, Substance Abuse or a closely related field; or an equivalent combination of education and/or experience related to the duties of the position. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plain and solid geometry and trigonometry. Understanding of governmental budgeting including revenue and expenditure planning. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS: Valid Washington State Driver's License OTHER KNOWLEDGE, SKILLS and ABILITIES: • Ability to work with diverse community groups and populations, including demonstrated work experience with persons with disabilities and their families. • Ability to perform community needs assessments; to evaluate and monitor program performance. • Public speaking and group facilitation skills required. • Computer skills in word processing, spreadsheets, and data base applications required.
