PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES:
Shoreline Variance (Type III) to reduce the standard 150 foot shoreline buffer to 45 feet from ordinary high water mark, as
regulated by the Jefferson County Shoreline Master Program. The request is to reduce the buffer for construction of a
new single family residence with an attached garage and associated normal appurtenances. The proposed residence is
proposed to be located 52 feet from the ordinary high water mark at the closest point. The parcel is constrained by
existing onsite septic facilities on the east portion of the property. Some mature trees remain between the septic system
and an existing cleared area along the shoreline. The variance requests the residence and garage be located in the
existing cleared area closer waterward to avoid further removal of mature trees within the shoreline buffer. A No Net Loss
and Mitigation Plan has been submitted with the variance application materials. The project will require a public hearing.
All work will be completed above ordinary high water mark (OHWM). Final authority for Shoreline Variance Permit
decisions rests with the Washington State Department of Ecology. The project is exempt from SEPA review under WAC
197-11-800 (1)(b)(i) and (6)(a). A Shoreline substantial Development Permit Exemption and Building Permit will be
required as part of the project proposal as well.
