Business from County Departments (Public Works Continued):
Report on landfill liner meeting Carter Breskin, Adminis-
{ trative Assistant for t eu ric AorTcs-'Department submitted a report
on a meeting she, Gary Rowe and Randy Durant of the Health Department
attended on landfill liners for leachate collection.
Gary Rowe reported that he did a quick estimate of the volume of the
County's landfill as 50-60,000 cubic yards annually. This would mean
that a pit that would hold 200,000 cubic yards would cost $800,000
to line and would last only three to three and a half years,.
PLANNING
Final Irish Short Plat, SP5-85; Brinnon: Rachel Nathanson,
Assistant Planner, reviewed this two lot su avis on of a little more
than 5 acres which is located just south of Brinnon on the west side
of Highway 101. Commissioner Brown moved to approve the final of the
Irish Short Plat #SP5-85. Commissioner Dennison seconded the motion.
Order of Vacation: Portion of Maple Street and Alley within
Block 21 of apta n s Tibbals a ce• ark:CommissionerBrown ved to
approve and sign Resolution o. 1CO-83order the vacation of a portion
of Maple Street and Alley within-STock 21 of Captain's Tibbals Lake
Park as approved on June 17, 1985, since the compensation requirement
as now been met. Commissioner Dennison seconded the motion.
r Shoreline Setback Variance Request; Nordland; Peter Baffaro:
% Associate Planner, f-o6f-y, reviewed r. Aaf-faro 's variance request
from the shoreline setback requirements, for the installation of a
mobile home on a lot at 354 Moen Road, Nor.dland. The original site
plan indicated a 110 foot setback, while the Building Inspector found
that, the mobile home was actually only setback 39 feet from the bank.
Mr. Baffaro has indicated in a letter that he is not able to move the
mobile home any further hack, due to the placement of the septic tank
and drainfield which was installed in 1973. Mr. Baffaro further noted
that this mobile home is a replacement of another mobile home that was
on this site.
David Goldsmith outlinedthe issues involved with this setback variance
as follows: 1) Due to the canting of the bluff, at some point the
bluff and the structure are going to meet as the bluff erodes, 2) the
structure puts more weight on the face of the bluff and 3) the effects
of the drainfield on the bluff. Since this is a mobile home it can
be moved. A setback of 75 feet would be acceptable within the shore-
line setback requirements.
Commissioner Dennison moved to table action on this request until
Mr. Baffaro can be present. Commissioner Brown seconded the motion.
David Goldsmith advised that the Planning Department would arrange
to have Mr. Baffaro present at the Board's first meeting in February 1986
_Request to relocate trailer, Protection Island; U.S. Fish
(--..'--"and Wildlife ervice: 'Tanning uiI'P ng ISepartment-Director, David
Gold sm th reported on a request from the U.S. Fish and Wildlife Service
to relocate a r_raiter owned by Walla Walla College and used as a
research station, which is located in the zone protected for Bald
Eagles on Protection Island. They would like permission to relocate
this trailer to a less sensitve area, and install a septic system on
a mutually agreed upon site.
Commissioner Brown moved to table action on this matter. Cummissioner
Dennison seconded the motion.
