Surber______________ Topic Recommendation/Action Follow-up (if needed) Call to order 3:30 Approval of Agenda & Minutes Minutes of August 27, 2008 and September 24, 2008 were approved by consensus. Chair Kolff asked to amend the agenda with adjournment at 5:00pm due to a meeting conflict. The amendment was approved by consensus. Staff to post on website Finalize Work Plan Judy reviewed minor changes to the draft Work Plan. Motion: Stan Willard motioned to adopt the workplan. Larry Crockett seconded. The motion passed by consensus. Backcast/Forecast Members reviewed the latest draft prepared by Stan Willard. Discussion ensued regarding population projections and per capita emissions. Stan agreed to double check the 1990 figure for population and to add reference to population projections adopted under Resolution 55-03. Motion: Dana Roberts motioned to adopt the backcast/forecast and assumptions with any necessary adjustments to population. Mr. Austin seconded. Approved by consensus. Report on Open House Series Chair Kolff reported on the recent open house series. The open house received press coverage and will be aired on PTTV. Kolff reported that turnout was low, only about 15 non-CAC members in total. Crockett noted that it often takes time to get the public engaged. He expects public involvement will be greater in the future. Committee members discussed additional methods of public outreach: email distribution lists, teleconferences, information kiosks, monthly mailings with utility bills, etc. Comprehensive List of Potential Measures Karen presented the list of potential measures gathered to date– including measures generated by CAC at the August-September meetings, input received at the open houses, and an email from a member of the general public (Andrea Mitchell, October 15, 2008). A comprehensive list needs to be compiled. Scott Walker volunteered. Members brainstormed additional ideas: • Branding” industries with a low carbon-footprint as an incentive to operate efficiently. • An educational booklet for distribution to potential homebuilders (distribution early in the process is key). • An educational brochure for new residents/businesses locating in our community (as part of the “Welcome Wagon”) • “Zero energy houses” - several have been constructed in Eastern Washington. Chair Kolff directed members to email any additional ideas, by category, to Scott. Jim Fritz excused himself from the meeting. Joanna Loehr said JeffCAN has a lot of information for homebuilders looking to reduce the carbon emissions of new homes. Much of it is from King County. Scott Walker volunteered to compile the comprehensive list. Existing Measures - Strategy for Data Collection Judy explained the proposed process for gathering information on existing measures. Basically, a series of interviews using Worksheet #2 as a guide for the interviewer. She reminded the CAC that interviewees may not key into Interview assignments Kristin: Al Cairns and John Merchant. “carbon reducing measures” so ask about energy/fuel saving strategies. Committee members discussed format of interviews to include: overview of CAC and its mission, potential measures, ask about existing measures and if they have ideas for additional measures. CAC members were asked to volunteer to conduct interviews. Other potential interviews as yet unassigned: Jefferson Transit, Police/Sheriff/Fire, Grocery stores, Marine Trades Joanna Loehr noted that the act of interviewing is beneficial in itself. Educates and engages. Denise: Land use/building category. Richard: Transportation Larry: Port Townsend Tim/Nora/Taylor: PTSD and possible Chimacum School District Dana: PUD No. 1 Kristin: PT Mill Kees: Bob LaCroix John: US Navy Public Comment Joanna Loehr met with Lynn Kessler. They discussed the Western Climate Initiative Cap & Trade program – this may include credits for preservation of forestry and agriculture. The program is scheduled to take effect in 2010. Scott Walker noted that Lynn Kessler thought a carbon tax was a dead issue here. Judy noted that Boulder Colorado had instituted a carbon tax. Denise Pranger reported that industry is generally supportive of cap and trade vs. a carbon tax. Baseline and emissions targets are critical as the devil is in the details. Updates and Announcements; Next Steps - Agenda Planning Karen Barrows has been assigned by the County to review sea level rise and carbon output for the future TriArea UGA. An alternative date for the next meeting was considered by rejected. Next meeting is November 26th. Adjourn 5:20
