Team Building
Exercise
Each person was asked to create an “elevator speech” answering
the following:
What would you say to someone who asked you why you
cared enough to serve on the CAC?
If you ran into someone at work or socially, what would you
say?
What legacy do you want to leave from serving on the CAC?
The committee divided into small groups and everyone shared
their answers then moved to a new group to share with more
members.
Background Deborah Stinson provided some history of the CAC. The
committee started as a grassroots effort with two local citizens
groups, Local 20/20 and the Climate Protection Campaign
(CPC). The CPC commenced a baseline inventory and
encouraged the City Council and the Board of County
Commissioners (BoCC) to create a joint committee to address
climate change issues. The City Council and BoCC adopted an
aggressive goal of reducing greenhouse gases to 80% of 1990
levels by 2050. In January of 2008 the City Council and the
BoCC created the Climate Action Committee (CAC) which held
its first meeting on May 28, 2008. The CAC used software from
ICLEI (Local Governments for Sustainability) to estimate the
baseline inventory and create forecasts. Stan Willard did many
of the calculations for the backcasts. The baseline inventory, the
backcasts and forecasts along with the interim targets were
adopted by joint resolution in January 2009. The CAC
developed a list of potential measures to reduce greenhouse
gases. The CAC wanted public input and held open houses in
Port Townsend, Brinnon and Chimacum. The CAC continued to
develop and refine the plan which was finally adopted by the
city and county on November 14, 2011.
Review of
Binder and
Work Plan
Each member was given a binder with pertinent information
including the Work Plan and the adopted Climate Action Plan.
Judy Surber highlighted page 2 of the Work Plan which
emphasizes public outreach and page 39 of the Climate Action
Plan reiterating the focus for the group.

Government
Leading by
Example
Brian Goldstein, Resource Conservation Manager (RCM)
explained the 3 year RCM program and highlighted his
accomplishments during the first year. He works to optimize
heating and lighting and reduce plug loads. The goal during the
first year was to reduce energy consumption by 3.0% across all
five agencies in the program. While energy consumption
actually increased by 3.0%, building operations personnel and
staff have started to implement energy saving recommendations,
and energy consumption is projected to decrease by 4.0% by
October 2012.
Strengths,
Weaknesses,
Opportunities
and Threats
This subject was tabled to the July 18, 2012 meeting. At the
