Public Comments Harry Doyle explained the local efforts to reduce greenhouse gases will have no global impact due to overwhelming emissions from Brazil, Russia, India and China. He expects technological advances in the future to reduce GHG emissions. Mr. Doyle handed out information from the Chicago Climate Exchange (copy attached) explaining that currently the city and county could buy enough carbon offsets for $38.75 to address 775 metric tons of CO2 emissions. Revised Work Plan and Review Draft Climate Action Plan Judy Surber distributed a draft Revised Work Plan dated October 2010 to the committee. She reviewed the progress to date. It was suggested the Resource Conservation Manager (RCM) could be responsible for the monitoring portion of the local government section of the Climate Action Plan. As part of the revised work plan Judy proposed a reauthorization of the CAC for a period of time to launch a Community Task Force for public outreach to encourage voluntary action to reduce GHG emissions. Barney Burke suggested the Judy Surber will revise the work plan and the Climate Action Plan based on the committee’s discussion. She will send the committee the revised draft documents a week prior to the next meeting. John Austin and Mark Welch will work with their staffs to schedule a joint City Council and Board of County existing CAC evolve into a community outreach group. Kees Kolff suggested we look at HAPN (Housing Action Plan Network) as a model. HAPN is a network for communication for affordable housing partners. Kees summarized discussion of the group: the CAC could meet quarterly and could act as a facilitator between partners and collaborate. This approach minimizes staff time. The CAC would remain open to requests from the city and the county to look into specific projects and tasks. Stan Willard suggested the CAC have fewer members. Scott Walker called attention to the need for a PR campaign. Judy Surber distributed a suggested Climate Action Plan she created based on work completed by the CAC and the Skagit County Climate Action Plan. By consensus the committee directed Judy Surber to complete the Work Plan and the Climate Action Plan based on the comments given during the meeting. Commissioners meeting for early 2011. Zoe Ann Lamp will discuss the Sunset Provision with Al Scalf and request he extend the CAC. Next Meeting The next meeting is scheduled for Wednesday, December 15th 3:00 – 5:00. Adjourn 5:30
