Approval of May 25, 2017 Minutes: Jean moved and Dave seconded to approve. Motion carried. Joint Meeting Notes from July 13, 2017, are Informational Only. Correspondence: None Business: (order changed to allow time for Laura’s presentation) 1. Jefferson County agenda for the ECY Food Waste Prevention Workshop. Presentation by Laura of a three (3) bin recycling station. Jean assembled one for the committee to make comment. There will be one change to the Trash signage, clarifying the description pictures are trash and not recyclables. There are 20 stations cut out and have bins for collection. There still needs to be laminate sheets, signage and bungee straps attached to the cover board. Jean has volunteered to assemble more after fine tuning comments from the committee. Thank You Jean! The stations are currently being stored at the Jacob Miller Road Transfer Station. These are currently to be used for Festivals and Community Events. The most current events will be the Fish Feast, Wooden Boat Festival and Port Townsend Film Festival. There will be a deposit to ensure the bins are returned and clean. More on this outreach in the future. Also from Laura: On October 11 at Fort Worden will be the Food Waste Prevention Workshops, 9:00 to 4:00. Please pass the word to anyone dealing with excess food and food waste. Schools, restaurants, grocery are just a few that would benefit. This is offered through the Department of Ecology. Clallam County has taken a lead and includes other local counties. Topics planned include: Greenhouse Gas Reduction, Safety when donating food to the public and Long Term Solutions to Food Waste. This is not about food composting, rather prevention of and alternatives to creating food waste. This would be a good community networking opportunity. Information is available at www.ecy.wa.gov/programs/swfa/organics/prevent. There is a lot of information on the website as well as the registration form. Bring your own lunch. Comments: This workshop ties into the SW Comprehensive Plan. What will the SWAC be doing with this information in the future? Tom would like to put food waste/composting on the next agenda for discussion. Brief discussion on Bio- digesters. Tom will send links to SWAC of sites with food composting information. 2. Solid Waste Manager Mid-Year Report. Tom presented the first 6 months of 2017 financials and tonnages. Utilized a graph to show the actual and proposed increases in population and tonnages from the management planning side. The Master Plan Facility Update includes Quilcene Dropbox site improvements. The plan has been delayed, but is moving forward. Discussions with the County Administrator about options/budgets are continuing. A 6-year Capitol Budget is being created. CIP projects: Tom brought in the plans for the Quilcene Drop Box Site Improvements project that is being awarded. The improvements include upgraded Attendant Office and new Oil & Antifreeze Recycle/Environmental Center. The Environmental Center will be the same as the center in the Transfer Station in Port Townsend. Jerry gave more information on the Environmental Center. Discussion on the 2017 items covered by SWAC. Tom presented the Tonnage and Revenue data for the first 6 months of 2017. Comparisons with 2016. Also presented a chart with Actual and Projected Population, Waste & Recyclables through 2038. Adding Organics to the recyclables will increase that area. From the Floor: Lisa reported on organics recycling she observed while in Minnesota. The recycling done in a small community was easier being close to a metropolitan city with the facility in place. Discussion: Seattle does have a mandatory food waste program. Discussed the implications of mandatory. Congratulations to Chris on his promotion to a regional position. Discussion on concerns of contamination of compost by pesticides and pharmaceuticals. Kathleen noted there will be another Drug Take-back scheduled for October. Discussed mixed compost.
