Subject: Purchase of used semi -tractor from Snohomish County
Statement of Issue: Purchase of used semi -tractor from Snohomish County at a
negotiated price based on recent auction sales of similar tractors.
Analysis/Strategic Goals/Pro's &t Con's: Central Services and Public Works have
worked for two years to consider various options for the replacement of an aging semi -
tractor that is a lightly used but essential piece of equipment for the road -maintenance
operation. The truck proposed for purchase from Snohomish County is in good
condition, of recent vintage, with a documented maintenance history, has been
inspected by Fleet and Public Works personnel and has been identified as the most
viable option.
Fiscal Impact/Cost Benefit Analysis: The negotiated price will be approximately
$50,000, to be finalized between Jefferson and Snohomish County staff based on
documented recent sales by Snohomish of similar units at public auction. Given the
light usage of this essential asset, the price range compares favorably to the $146,637
quoted most recently for a similar tractor built new to the County's specifications.
Recommendation: Central Services recommends that the Board approve the attached
memorandum authorizing the Central Services Director to proceed with the described
purchase via purchase order.

SUBJECT: Purchase of used semi -tractor from Snohomish County
• Fleet Services has researched options for fulfilling the need to replace an aging semi -tractor for Public Works
since including it in the 2015 and 2016 budgets' capital outlay requests.
• Options considered include purchasing a new tractor to the county's specification using an existing contract,
procuring a used tractor from a truck dealer and procuring a used tractor from another agency.
• Snohomish County responded to the county's request for available used tractors of specifications similar to
those required for use by Public Works with multiple tractors to be sold at public auction but available for
direct sale to Jefferson County.
• Snohomish County provided documentation of its recent auction sales of similar tractors and proposed those
be used as the basis of pricing for any tractor purchased by Jefferson County. Recent sales indicate a probable
sale price of approximately $50,000 plus tax.
• Fleet Services mechanical staff and Road Maintenance operator staff visited Snohomish County to inspect the
tractor in question and noted it to be in good condition, suitable for continued operation in the County's less -
demanding application for its tractors.
• RCW 36.34.130 provides for intergovernmental sales between counties by means of private negotiation of
terms.
The Department of Central Services recommends the final negotiation and purchase by the ER&R Fund of a used
semi -tractor from Snohomish County via purchase order issued by this department.
