Sessions on salmon issues and telecommunications issues were presented. He also reported: The Parks and Recreation Summit is being planned and scheduled. · Commissioner Harpole asked when the 35th Street Park issues will be discussed? Charles Saddler reported that he will be discussing this park with the City Administrator as a separate issue from the Park and Recreation Summit. · The contract for preparing an inventory of telecommunications facilities in the County will be reviewed and an update given. · Commissioner Harpole also asked for an update on the remodel of the basement space in the Courthouse. · Chairman Wojt asked for an update of the process for changes needed to establish the County Administrator position. · The Olympic Air Pollution Control Authority has been developing regulations on outdoor buming that will not be allow any buming in Urban Growth Areas. PUBLIC COMMENT PERIOD: The following comments were made: Concern that a corporation from California may take over the Port Townsend water system and a request that the Board look into this matter; a thank you to the Board for considering a resolution which says the County will not accept any Comprehensive Plan Amendments in the year 2000; an invitation to the Board to attend a round table discussion scheduled by the PUD on telecommunications on April 28, 2000; there are real questions about the integrity of County government; the County should live by the Comprehensive Plan that was adopted, the County should abide by the tight line boundary set in the Glen Cove area; and the opinion that slow growth or no growth is the way the County should proceed. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Charles Saddler asked that Item 1 be removed. Commissioner Harpole moved to delete Item 1 and to adopt and approve the balance of the items as presented. HEARING NOTICE re: Adoption of the Port Ludlow Development Agreement; Heating Scheduled for Monday, May 1, 2000 at 2:00 p.m. in the Commissioners Chambers Revised Revenue Handlers (formerly Cash Handlers) Policy; Jefferson County Treasurer Final Short Plat Approval and Open Space Taxation Agreement; To Divide Approximately 40 Acres into 4 Residential Lots with Associated Open Space/Wetland Protection Areas; Marsh and Meadows Short Plat Located West of the Intersection of Beaver Valley Road and Embody Road, Chimacum; Bruce Porter, Applicant Food and Beverage Purchase Request for a Emergency Medical Dispatch Workshop; Set for Thursday, April 13, 2000 at the Jefferson County Sheriff's Office Appoint Member to Serve Another Two (2) Year Term on the Jefferson County Parks Advisory Board; Term Expires April 6, 2002; Karen Kautzman Letter of Thanks for Hosting the Lodging Tax Advisory Committee "Kick Off" Meeting for the Noah Olympic Peninsula Regional Marketing & Tourism Infrastructure Strategy; Bob Hobart, Pon Ludlow Resort Erik Andersson, Economic Development Council, Discussion of WA-CERT (Washington Community Economic Revitalization Team) Priorities': Efik Andersson, Director of the Economic Development Council reported that the only new project on the list is the Olympic Gateway Visitor Center. A request for projects was sent to the Port, the City, the County, and various other agencies. Commissioner Huntingford asked why the ranking for the New Days Fisheries project is lower than others even though it has a higher point value? Erik Andersson answered that he did not change the priority the Board established last year. The Board reviewed and asked questions about the criteria and ranking fbr the projects on the list. Efik Andersson asked the Board for more direction on ranking the projects and how they want to proceed. Charles Saddler suggested that the Board request that staff review the projects and develop a written process for the projects being submitted and how points are assigned and bring that back to the Board with the suggested ranking for the current projects. Page 2 Commissioners Meeting Minutes: Week of April 10, 2000 Commissioner Harpole moved to identify the Olympic Gateway Visitor Center with a ranking of 14 and direct staff to review criteria for project scoring and to bring back, within 6 weeks, a written description of the process and criteria for assigning points. Commissioner Huntingford seconded the motion which carried by a unanimous vote. The Board directed Charles Saddler to work with the EDC and County staff on this process. Public Works Discussion of Open Right-of-Way Permit Application; Meader Avenue in Irondale No. 4; Gary Jensen, Applicant: Scott Kilmer, Public Works, reported that this request is to open 100 feet of Meader Avenue from Lewis Avenue to the west in the Irondale No. 4 plat. About 50 feet of Lewis Avenue will have to be constructed. The plat was accepted by the County in March of 1910 and is not eligible for statutory vacation. The right-of-way has been surveyed and the request is exempt from SEPA requirement. The Department recommends that the right-of-way be opened to private road standards and that it remain a private road. Commissioner Huntingford moved to approve the permit as recommended by the Public Works Department. Commissioner Harpole seconded the motion which carried by a unanimous vote. From 10:45-11:15 a.m. the Board met in Executive Session with the County Administrator regarding a personnel matter and then from 11:15 to 11:45 a.m. with the County Administrator and the Deputy County Administrator for an update on collective bargaining. HEARING re: Draft Comprehensive Solid Waste Management Plan: No public was present when the Chair opened the hearing. Commissioner Harpole asked if there is anything in this plan that would preclude the County from moving toward the establishment of a Solid Waste Disposal District? Aubrey Palmer, Operations Manager, reported that this plan supports the establishment of such a district. Public Works Director Gary Rowe noted that there isn't any incentive currently to change from the current financing to a disposal district; however that may change in the future. Gary Rowe reported that recycling is one area that will change if the County tries to cut costs in the program. Richard Talbot added that the Comprehensive Plan identifies several options for providing educational opportunities regarding recycling. Hearing no comments for or against the proposal plan, the Chair closed the public hearing. Commissioner Harpole moved to accept the draft Solid Waste Management Plan as presented. Chairman Wojt seconded the motion in the temporary absence of Commissioner Huntingford. The motion carried. Page 3 Commissioners Meeting Minutes: Week of April l 0, 2000 INTERIM MEMORANDUM OF UNDERSTANDING re: For the Calendar Year 2000 Provision of Dispatch Services; East Jefferson County Fire Districts; and the City of Port Townsend: Chairman Harpole moved to approve the interim Memorandum of Understanding between the County, the east Jefferson County Fire Districts and the City of Port Townsend, as presented.
