Commissioners Glen Huntingford and Dan Harpole were both present. APPROVAL OF MINUTES: Commissioner Harpole moved to approve the minutes of the week of April 10, 2000 as presented. Commissioner Huntingford seconded the motion which carded by a unanimous vote. COUNTY ADMINISTRA TOR 'S BRIEFING SESSION: County Administrator Charles Saddler reported that there was a Management staff retreat at Fort Worden last week. The agenda included a discussion of issues and goals, and strategies to address them. PUBLIC COMMENT PERIOD: The following comments were made: An answer is needed from the Prosecuting Attorney regarding the City's water system being sold to a private enterprise; the planning for the Tri Area needs to be completed before 2003 as proposed; even though the public library doesn't allow initiative petitions to be signed in the library, there still needs to be a public place for people to be able to find these petitions to sign if they choose; the Commissioners have ignored public and Planning Commission comments on planning for the Tri Area and a suggestion was made that the option of slowing growth in the Tri Area be implemented. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Harpole moved to delete Item 8 and to approve and adopt the balance of the items as presented. Commissioner Huntingford seconded the motion which carded by a unanimous vote. 1. This Board, if established, would review and approve or deny applications for water rights and water right transfers. The County is required to hold a hearing on the petition to establish such a Board. The staff recommends that the Board hold the hearing, but delay establishing a Board until after watershed planning is completed. Commissioner Huntingfbrd asked if the public will come to a Page 2 Commissioners Meeting Minutes: Week of April 24, 2000 heating when they know the staff recommendation? Dave Christensen advised that the staff has been working with several watershed planning groups and the public may have opinions about the formation of this Board that could change the staff recommendation. Commissioner Harpole asked that at the public hearing, there should be information available about when the assessment information for WRIA 16 and 17 will be complete. Environmental Health Director Larry Fay reported that there may not be water tights that can be transferred and the assessment process will determine what is available in this County. Commissioner Harpole moved to have staff prepare a public hearing notice for establishment of a Water Conservancy Board and that staff bring information forward at that hearing regarding a date that the WRIA 16 and 17 assessment will be complete. Commissioner Huntingford seconded the motion which carded by a unanimous vote. Application for Veterans Relief Funds: Commissioner Harpole moved to approve the application for Veterans Relief in the amount of $465.00 as recommended by the Service Officers Association. Commissioner Huntingford seconded the motion which carded by a unanimous vote. Workshop with Jefferson County Noxious Weed Control Board and Representatives from WSU/Cooperative Extension: Blair Wolfley, and David Deardorff, Washington State University Cooperative Extension, were present when the members of the County Noxious Weed Control Board (Forest Shomer, Lige Christiansen, and Mike Ewing) came before the Commissioners to discuss various matters. Chairman Wojt noted the concerns about the boundaries of the Weed Board Districts. Commissioner Harpole suggested that the 4 positions for the East side of the County remain as they are with the final district being the whole County represented by an "at large" position. Forest Shomer noted that there are several geographic ways to divide the County (watersheds, population, etc.) which may bring about better representation. Commissioner Harpole suggested that the Brinnon and Quilcene School Districts be wrapped into one district to then make 2 countywide, at large positions. The Weed Board members are to serve the entire County. A request will be made for legal review of this suggestion for a change in the district boundaries. The issue of how WSU can support the Weed Board was reviewed. The Weed Board members have met with Blair Wolfley of WSU Cooperative Extension and have been able to work with him on this issue. Page 3 Commissioners Meeting Minutes: Week of April 24, 2000 The Weed Board members advised that they have interviewed several applicants for a 16 hour per week "Weed Coordinator" position for the next 5 months. They hope to offer the position to one of the applicants next week. David Deardorff stated that he feels the working relationship between the Weed Board and WSU Cooperative Extension will improve, especially once the Coordinator is hired and can start working with the Master Gardeners. Commissioner Harpole asked that the Weed Board contact the Marine Resources Committee to give them a presentation on noxious weeds in the marine environment. Blair Wolfley stated that WSU Cooperative Extension is willing to work with the Weed Board on education issues and to be a resource for them. However, it is important that the Extension Agent not serve in an enforcement capacity for the Weed Board. The Weed Board members advised that they see the Extension Agent as a resource for their Board. Opposition of the Extension or Expansion of the Internet Tax Moratorium: Commissioner Harpole moved to approve RESOLUTION NO. 35-00 delaying congressional action on an Internet tax moratorium as recommended by the Washington State Association of Counties.
