Statement of Issue:
Authorization of Change Order #4 for the Rick Tollefson Memorial Trail, Phase I Project,
CR1815 with Shold Excavating, Inc. this change order increases the net cost of the project
by $1,050.00, and adds 10.5 additional working days.
Analysis/Strategic Goals/Pros £t Cons:
This change order is necessary to pay for costs for the revised interpretive signage
brackets, a credit for a change in the epoxy coating for the steel reinforcement for the
pedestrian bridge concrete deck, granting of additional working days providing mutual
benefit for completion of specific work items after delivery and installation of the
pedestrian bridge, additional topsoil quantities, and adding backer rod and joint sealant to
the pedestrian bridge.
Fiscal Impact/Cost Benefit Analysis:
The cost of this change order is $1,050.00 and 10.5 working days. This change order
increases the total bid cost including change orders to $590,819.80. This project has grant
funding from the STPR (Federal) and Pedestrian/ Bicycle Safety (State) sources for the
Construction phase in the amount of $953,311.00.
Recommendation:
Public Works recommends that the Board authorize Change Order No. 4 and return two
signed originals of each to Public Works for further processing.

You are ordered to perform the following described work upon receipt of an approved copy of this change order:

• Item 12 Prefabricated Pedestrian Bridge, L.S.
This Change Order provides for an extension of time for completion of specific bid items which had to be delayed, due to the
necessity of completing them in the required order of work after installation of the pedestrian bridge.
Due to the constrained geometry of this trail project, completion of those specific bid items had to be completed after delivery and
installation of the pedestrian bridge, otherwise mobilization and use of the crane and associated equipment required for placement
of the bridge on the bridge abutments, would have damaged those items. Completion of those specific items prior to placement of
the bridge, would have incurred additional costs for the repair of those items.
The items that would have sustained damage and their approximate quantities that could not be completed until after installation
of the pedestrian bridge were:
• Item 14 Trail Surfacing Top Course (105 tons)
• Items 18-26 (Landscaping items)
• Item 36 Rail Fence (90 LF)
• Item 37 Farm Fence (335 LF)
• Item 38 Pedestrian Safety Rail (375 LF)
• Item 41 Trail Marker (1 EA)
• Item 42 Trailhead Kiosk (1 EA)
• Item 50 Privacy Fence (40 LF)
Jefferson County Public Works deemed that it is very beneficial to the project quality and for the Public to grant this extension of time.

• Item 43 Interpretive Signage, L.S.
This change order changes the design of the steel angle mounting brackets for the four graphic cut out panels for the Interpretive Signs.
The purpose of the change is to provide a more secure mounting system for the graphic cut out panels than the original design.
,The bracket is changed from the design shown on Plan sheet L6, to the design shown in the "Custom Panel MTG Bracket" drawing
dated 8/28/17.
• Estimated net cost increase is +$100.00
• Current Unit Contract Price $4,000.00 L.S., New Unit Contract Price $4,100.00.

• Item 12 Prefabricated Pedestrian Bridge, EA.
This change order changes the cast -in-place concrete bridge deck reinforcing steel epoxy coating, from the ASTM A934 specification
(purple) as shown on the approved Bridge Plan sheet 4 of 4, to the ASTM A775 specifiction (green). This change is being made due to
unavailability of reinforcing steel with the ASTM A934 specification epoxy coating in small quantities.

• Item 18 Topsoil Type A, CY
This change order adds additional Topsoil Type A to be provided and placed in the area between approximate
sta. 9+52 (beginning of project)_ to approximate sta. 10+80 (H.J. Carroll Park boundary) left and right sides of the trail, to a depth
of 4". This changeis being made due to the omission of the landscaping hatching on Plan sheet L1 of the bid plans. The landscaping
hatching indicates "Forest Groundcover Mix (as specified on plan sheet_ L5) and all planted areas area to receive_ topsoil per the note
on Plan sheet L10.
• Estimated net cost increase is +$1000.00
• Current Bid Contract Price $37,500.00, New Bid Contract Price $38,500.00.
• Change in Contract Time: 0.5 additional Working Days

This change order adds backer rod and joint sealer between the bridge deck ends and the concrete bridge abutments.
The Contractor proposed this change as the bridge subcontractor Contech Engineering Solutions recommended that this product
be installed.
This change was due to the omission of the backer rod and joint sealant on the Bridge Plans.
