PUBLIC COMMENT PERIOD: The following is a summary of
comments made by individuals in attendance at the meeting and
reflect their personal opinions:
• Two individuals discussed issues surrounding the Brinnon
Master Planned Resort;
• One individual commented on a code enforcement issue at
residence in Brinnon;
• Two individuals commented on the outcome of the failed Prop
1 Levy; and
• One individual commented on the Tri-Area Sewer Project and
gave suggestions on how to get the project moving.
CONSENT AGENDA: The Board approved the items on the
consent agenda as presented:
HEARING NOTICE re: 2018 Budget; Hearing Scheduled for
December 4, 2017 at 10:00 a.m. in the Commissioners’
Chambers
5 AGREEMENTS: 1) AGREEMENT No. E18-023 re: E911 County
Basic Services Operations; JeffCOM; Washington State Military
Department; 2) AGREEMENT, Amendment No. 1 re: Provision
and Coordination of Local Program Services to Persons with
Developmental Disabilities; Washington State, Department of
Social and Health Services (DSHS); 3) AGREEMENT NO. C17112,
Amendment No. 14 re: 2015 – 2017 Consolidated Contract;
Washington State, Department of Health (DOH); 4) Cultural
Resources Assessment; Matthew Whetherbee and Timothy
Gerrish of Stell; and 5) Authorization and Concurrence for the
Marie Property on the Big Quilcene Floodplain.

INFORMATION BRIEFING: The Board was briefed by the
County Administrator on the 2018 Recommended Budget.
HEARING: After holding a hearing Setting the 2018 Ad Valorem
Tax Levies for Jefferson County Levy in 2017 and Collection in
2018, the Board approved the following resolutions and letter:
46-17 Increasing the Jefferson County General Fund Levy for
2018 Taxes
47-17 Increasing the Jefferson County Conservation Futures
Tax Levy for 2018 Taxes
48-17 Increasing the Jefferson County Road Levy for 2018
49-17 Diversion of Road Levy for Traffic Law Enforcement for
the 2018 General Fund Budget
MOTION: Direct staff to prepare a Memorandum of
Understanding between Public Works and the Sheriff’s Office
Regarding Reporting on Funds Received as a Result of the
Diversion of Road Levy Funding for Traffic Law Enforcement
LETTER to the Assessor re: 2018 Real and Personal Property
Levy Amount
HEARING: After holding a hearing on a proposed ordinance re:
Emergency Alarm Systems; Adding a new chapter in the
Jefferson County Code entitled ‘Faulty Security Systems,’ the
Board adopted ORDINANCE No. 04-1120-17 in the Matter of
an Ordinance Regarding the Registration and Regulation of
Alarm Systems, with approved edits.
UPDATE: The Board received an update from staff of the
10,000 Years Institute on the West Jefferson County Invasive
Species and Projects.
BRIEFING: The Board listened to a briefing by Public Works
staff regarding the 6-Year Transportation Improvement
Program (TIP).
DISCUSSION: After the Board listened to a briefing regarding
the Peninsula Trails Coalition’s (PTC) request regarding a
portion of Olympic Discovery Trail (ODT) through Anderson
Lake State Park, the Board moved to direct Commissioner
Dean to prepare a letter for all three Commissioners to sign
and send to the Washington State Parks Commission
supporting PTC’s petition for state funding of the proposed
Anderson Lake portion of the ODT.
COMMISSIONERS’ BRIEFING SESSION: The Commissioners
reported on their meetings they recently attended.
COUNTY ADMINISTRATOR BRIEFING: The Board discussed
various topics and calendar coordination with the County
Administrator.
MOTION: The Board took action to have Commissioner
Sullivan chair the afternoon session of the Board of County
Commissioners’ meeting on November 27, 2017 if Madam
Chair Kler is unavailable for that portion of the meeting.
