Land Use Element (Briefing Series 3 of 3)
Comprehensive Plan Periodic Update — policy feedback on selected key topics.
STATEMENT OF ISSUE:
The Department of Community Development (DCD) is leading the County's periodic update of its
Comprehensive Plan. DCD believes that a series of policy conversations with the Board is advisable on
high priority topics, namely the Housing (November 6, 2017), Economic Development (November 13,
2017) and Land Use Elements of the Comprehensive Plan.
The Land Use Element will be discussed in this third in a series of three policy conversations during the
County Administrator's briefing session with DCD so that the Board may suggest or comment on
emerging policy content as first drafts for public review are being prepared.
ANALYSIS/STRATEGIC GOALS/PROS and CONS:
The intent of these afternoon briefing sessions is to ensure that the Board is kept informed and given
the opportunity to provide general policy feedback at this time in the work plan.
The Land Use Element is a significant chapter of the Comprehensive Plan, both in size and in the
breadth of issues it covers. To make the Comprehensive Plan internally consistent, this chapter
integrates shared concepts with other elements and highlights the relationship between land use and
actionable policies within related elements such as transportation, capital facilities, housing, economic
development, natural resources and others.
This element is larger in size as result of:
explanatory narrative detail that was included in the initial Plan document;
added narrative from subsequent revisions due to changes in state law or compliance orders
from the Growth Management Hearings Board; and
Including the Irondale/Port Hadlock UGA into the Land Use Element.

The land use chapter formerly addressing the Irondale/Port Hadlock Urban Growth Area (Chapter 2)
has been pulled into the Land Use/Rural chapter, creating a single Land Use Element. This was done
for these specific reasons:
• To show the UGA in the context of an overall County land use strategy to review interrelated
issues;
• to provide the opportunity for developing a collective, robust, Countywide view to plan for capital
facilities, infrastructure, housing;
• and to reduce the amount of duplication in the document itself.
DCD will provide a synopsis of the land use element with the bulk of the briefing spent on Goals and
Policies of issues that face the county today, as well as issues that set the direction into the 20 -year
planning timeframe. These may include review of:
• General land use policies
• Review of infill, development, and boundaries of rural commercial centers
• Policies regarding development in Irondale/Port Hadlock UGA
• Master Planned Resorts
• Related issues of Jobs, Services, Economy
FISCAL IMPACT/COST-BENEFIT ANALYSIS:
There is no fiscal impact to this briefing.
RECOMMENDATION:
Receive a briefing on the comprehensive plan periodic update and hold a high-level policy discussion
on the Land Use Element.
