RE: RESOLUTION re: In The Matter of Declaration of Emergency: Damage to
County Roads
STATEMENT OF ISSUE: The Board of County Commissioners is requested to pass a
Resolution to declare an Emergency to allow the Department of Public Works to perform
immediate repairs to the Upper Hoh Road and other county roads damaged by recent storms.
ANALYSIS: The Upper Hoh Road was damaged by recent storm activity and resultant high
flows by the Hoh River, as shown below.

Shallow landslides from ground saturation caused by the
recent storms has damaged other county roads as well.
The proposed Resolution declaring a State of Emergency
will allow Public Works to quickly enter into contracts
and incur obligations as necessary to protect the health
and safety of persons and property, and do so outside
normal procurement and contracting procedures, as
allowed by law during emergencies.
Declaring a State of Emergency may also qualify these
expenditures and future repairs for reimbursement from
FEMA.
FISCAL IMPACT: Expenditures will be made as necessary from the County Road Fund.
RECOMMENDATION: Adopt the Resolution for a Declaration of Emergency.
