HomeMy WebLinkAbout052 17STATE OF WASHINGTON COUNTY OF JEFFERSON In the Matter of } Resolution No. x-17 Declaration of Emergency } Damage to County Roads } WHEREAS, that due to a series of storms beginning October 17, 2017 resulting in heavy rainfall and high flow events on Jefferson County rivers causing significant erosion and damage to road infrastructure, and WHEREAS, the series of storms continuing through November 26, 2017 caused additional damage to road infrastructure, and WHEREAS, immediate preventative action and repair will be necessary to prevent further damage and to restore essential services, and WHEREAS, persons and property are, or may be, threatened or damaged and access to property may be impaired unless emergency efforts are taken by the Jefferson County Department of Public Works to reduce the threat to life and property, NOW, THERFORE, BE IT RESOLVED, that the Board of Jefferson County Commissioners hereby declare that a state of emergency exists. The County Department of Public Works is authorized to enter into contracts and incur obligations necessary to combat this emergency to protect the health and safety of persons and property in light of the exigencies of an emergency situation without regard to time consuming procedures and formalities prescribed by law, with the exception of mandatory constitutional requirements. ANALYSIS: The Upper Hoh Road was damaged by recent storm activity and resultant high flows by the Hoh River, as shown below. Upper Hoh Road Mile Post 8 Shallow landslides from ground saturation caused by the recent storms has damaged other county roads as well. The proposed Resolution declaring a State of Emergency will allow Public Works to quickly enter into contracts and incur obligations as necessary to protect the health and safety of persons and property, and do so outside normal procurement and contracting procedures, as allowed by law during emergencies. Declaring a State of Emergency may also qualify these expenditures and future repairs for reimbursement from FEMA. FISCAL IMPACT: Expenditures will be made as necessary from the County Road Fund.
