PUBLIC COMMENT PERIOD: The following is a summary of
comments made by individuals in attendance at the meeting and
reflect their personal opinions:
• Three individuals commented on the 2018 Jefferson County
Budget and the diversion of $720,000 from the Road Fund to
Traffic Law Enforcement;
• An individual: 1) Stated he was happy for the upcoming
implementation of Courthouse security and suggested parking
lot security for staff leaving nightly; 2) The County should
create a hotline: 385-PERVERT to report cases of
misconduct; and
3) Commented on economic development in the County;
• Three individuals discussed issues surrounding the Brinnon
Master Planned Resort;
• An individual urged the Commissioners to include long
distance trail systems to the Comprehensive Plan elements;
• One individual commented on gunfire noises from the
Jefferson County Sportsmen’s Association Shooting Range and
stated he supports residents of the Tarboo Valley against the
proposed gun range there;
• An individual stated: 1) She heard that buildings were being
placed onto property at the proposed gun range in the Tarboo
Valley area; and 2) She is in contact with the Washington
Department of Ecology regarding cleanup of the former Fort
Discovery Gun Range site; and
• An individual commented on Kitsap County receiving a permit
to build 140 new townhouses in Kingston, and compared their
housing developments to Jefferson County.

Defense Funding; Improving the Quality of Public Defense
Services; Washington State Office of Public Defense; 2) Jail
Services; City of Port Townsend; 3) Demolition & Removal
Project Agreement re: 280 Fremont Ave. on the Big Quilcene
River; Jefferson County Environmental Public Health; Diggin’
It!; and 4) AGREEMENT, Change Order No. 4, Parts 1, 2, 3, 4, 5
re: Rick Tollefson Memorial Trail, Phase 1, County Road No.
850100, Contract No. CR1815; Shold Excavating, Inc.
Payment of Jefferson County Vouchers/Warrants Dated
November 20, 2017 Totaling $309,737.80
Payment of Jefferson County Payroll Warrants Dated
November 20, 2017 Totaling $79,159.67 and A/P Warrants
Done by Payroll Dated November 4, 2017 Totaling $138,994.47

EMERGENCY RESOLUTION: After reviewing the damage to the
Upper Hoh Road from recent storms, the Board approved
RESOLUTION NO. 52-17 Declaration of Emergency Damage to
County Roads.
HEARING: After holding a hearing on the 2018-2023 County Six
Year Transportation Improvement Program (TIP), the Board
approved RESOLUTION NO. 53-17.
PRESENTATION: Staff from the Washington State Department
of Ecology briefed the Board on the Draft Marine Spatial Plan
for Washington’s Pacific Coast. Comment deadline is
December 12, 2017. A comment form is located online at:

DISCUSSION: The Board listened to a presentation on the
Comprehensive Plan Policy; Land Use Element and
participated in discussions.
DISCUSSION: The Board discussed technology to livestream
the Commissioner meetings online. At the end of the
discussion the Commissioners approved, by a 2-1 vote, to
implement the technology to stream meetings online.
COUNTY ADMINISTRATOR BRIEFING: The Board discussed
various topics and calendar coordination with the County
Administrator.
The Commissioners and Elected Officials held Special Meetings
to discuss various topics with the Community on
November 21, 2017 at the Chimacum Fire Hall, and
November 27, 2017 at the Brinnon Community Center.
