Approval of Agenda – John Austin/Lois Barnett/All II. Guests and SAAB members and staff introduced themselves to each other. III. Provider Reports Prevention Kelly Chimacum as the new PRI Site The new Chimacum Prevention Coalition will be having its next meeting. Specifics are: When: Wednesday, January 29, 2014, 3:00 to 5:00 pm Where: Chimacum High School Library What: Continuing to mine Chimacum data to prioritize risk and protective factors. Friends of Rich Finn Lois Barnett, Anne Dean and Kelly Matlock have planned a series of radio conversations with KPTZ about alcohol and drug use and abuse issues. Kelly Matlock is waiting to hear back from the University of Washington’s Alcohol and Drug Abuse Institute (ADAI) to follow up with meetings with Larry Stein with KPTZ. Switch from Life Skills Training to Second Step. Maintaining Protecting You / Protecting Me in the PTSD (same as last month) Blue Heron Middle School will be changing the prevention curriculum presented to all middle school students in the 2013 – 2014 school year from Life Skills Training to Second Steps. Second Step is also an evidence-based curriculum. It is our understanding that they will be maintaining Protecting You/ Protecting Me in the elementary school and for the 5th grade class (Please note that due to a variety of issues, the PY/PM curriculum has never been given to the 4th grade class.) Anne Dean is continuing to work with Diane Lashinsky, the Principal at Blue Heron Middle School, on community members assisting in the facilitation of these classes. 2 APPROVED February 11, 2014 Public Health Julia The next Board of Health meeting will be Thursday, January 16, 2014, from 2:30 to 4:30 pm. Julia reports the Health Department is being kept busy as they are assisting community members in signing up for health care. County Drug & Alcohol Coordinator Ford Ford reported Chemical dependency treatment funding has taken a hit and that the ADATSA “rollover” has not been going smoothly. Safe Harbor is experiencing a number of ADATSA funded clients that do not currently have funding. The Department of Social and Health Services (DSHS) Community Support Office (CSO) has informed Safe Harbor that many of the clients that were found eligible for ADATSA in December have “fallen through the cracks.” Safe Harbor is working the DSHS in an effort to minimize interruptions in treatment. Mental Health Court (MHC) continues to be going well. There are currently 12 participants, and it is running smoothly. Family Therapeutic Court (FTC) has been revised and has started up again.FTC is designed to help people in dependency court at risk of losing their children. The goal is to provide therapeutic services to assist individuals in keeping their children or getting their children back. Ford conducted an intake for the first participant this week. Mental Health Sam Sam reported he feels there will be a significant number of people seeking Mental Health (MH) services and he voiced concerns on being able to provide the services due to funding issues. More people are eligible for MH services but more funding has not been provided to accommodate the increase. Youth Report Garin Garin stated “no news is good news” as there have been no recent reports of youth’s using substances. He also stated he does not currently have any youth’s on his “radar.” VI. Old Business  Jail Relapse Prevention program Fran Fran briefed guests on what the Jail Relapse Program is and how it was developed. Number of participants remains about the same, yet there has been an increase in the use of heroin. Age of participants continues to be in the 25-44 year old range. Fran noted that Port Townsend “beat” Quilcene for number of arrests this reporting period. Ford informed the group that he personally knows 9 individuals that are in recovery who started in the Jail Relapse Program.  Drug Take Back totals Fran Fran reported the Sheriff’s Department took in a total of 373 lbs of medication in 2013. Port Townsend Police took in a total of 222 lbs in 2013, for a grand total of 595 lbs. This amount was 97 lbs more than what was reported for 2012.  Volunteer Opportunities for Youth Garin Garin and Mike are looking into a Cadet program with the Port Townsend Police Department as there is information that indicated prevention information may be better received by young people if it is delivered by young people. Work on developing this is in process. 3 APPROVED February 11, 2014  “Drinking’ & Druggin’: Good Times, Abuse, or Addiction?” All Attendee’s There were approximately 35 individuals that attended this event. Garin voice positive feedback but acknowledged he was new to this type of format. Kelly feels it was a great way to “start the conversation.” Both Kelly and Ford voices some concerns about people opening wounds without a connection to immediate additional support. Ford feels additional support is needed for people “unburdening” themselves in this type of setting. Lois is concerned about a potential lack of follow up and is questioning how to maintain forward movement.  King County Take Back Ordinance John John provided a hand out on a “push back” King County is receiving from Drug Companies. Four groups representing the nation’s drug makers sued King County, claiming it’s “drug take back” program violates federal law. John reported the King County presentation was well received by the State Board of Health.  Recovery Community Recruitment Ford Ford continues to work on recruiting members of the Recovery Community to become SAAB members. New Business  Substance Abuse Treatment Report Teresa Teresa provided a report on substance abuse and treatment in Jefferson County that covered a 2 year span. The report included data on age of first use, method of use, type of substance consumed, type of legal issues, type of previous arrest (s), primary income, monthly household income, type of employment, primary residents of client, previous mental treatment, number of children not with parent, and clients by zip code. VII. New Business Fran was going to provide information on a Recovery Community Services Program Grant RFP but it was decided to “table” the discussion until the next SAAB meeting so she could do some research on the grant. Officers were elected as follows: Chair Fran Joswick Vice Chair Catharine Robinson Secretary John Austin John Austin provided a hand out on a Washington State Health Care Innovation Plan from the Governor that he wanted the SAAB members to be aware of.
