Meeting Minutes

I. Approval of Agenda – Fran requested addition of New Projects. Agenda approved as
revised
II. Guests and SAAB members and staff introduced themselves to each other.
III. Approval of the January, 2013 minutes- John Austin/Catharine Robinson/ All
IV. Public Comments/From the Floor/Announcements - Artis will be appointed to the SAAB at
the next Board of Health meeting.
John Austin invited all SAAB members to attend a Law and Justice Council Meeting on
February 21, 2014 at 10:00 a.m. located at Poulsbo City Hall. The purpose of the meeting
is to review the dramatic increase seen in Opiate addiction/Heroin use and to discuss the
Public Health and Law & Justice Response along with treatment options for Opiate
addiction.
V. Provider Reports
Prevention Kelly
Chimacum as the new PRI Site
The new Chimacum Prevention Coalition will be having its next meeting.
Specifics are:
When: Wednesday, January 29, 2014, 3:00 to 5:00 pm
Where: Chimacum High School Library
What: Continuing to mine Chimacum data to prioritize risk and
protective factors.
Friends of Rich Finn
Lois Barnett, Anne Dean and Kelly Matlock have planned a series of radio conversations
with KPTZ about alcohol and drug use and abuse issues. Kelly Matlock is waiting to hear
back from the University of Washington’s Alcohol and Drug Abuse Institute (ADAI) to
follow up with meetings with Larry Stein with KPTZ.

Switch from Life Skills Training to Second Step. Maintaining Protecting You /
Protecting Me in the PTSD (same as last month)
Blue Heron Middle School will be changing the prevention curriculum presented to all
middle school students in the 2013 – 2014 school year from Life Skills Training to Second
Steps. Second Step is also an evidence-based curriculum. It is our understanding that
they will be maintaining Protecting You/ Protecting Me in the elementary school and for
the 5th grade class (Please note that due to a variety of issues, the PY/PM curriculum has
never been given to the 4th grade class.) Anne Dean is continuing to work with Diane
Lashinsky, the Principal at Blue Heron Middle School, on community members assisting
in the facilitation of these classes.
Public Health Julia
The next Board of Health meeting will be Thursday, February 20, 2014, from 2:30 to 4:30
pm.
Julia is in the process of making new member notebooks for Lois and Artis. She provided
a copy of the flow sheet used in the notebook to demonstrate the many changes over the
years. She continues to "fine tune" the notebook and will get copies to Lois and Artis
when she has completed them.
County Drug & Alcohol Coordinator Ford
Ford reported that both Family Therapeutic Court and Mental health Court are going well.
Family Therapeutic Court, held in Superior Court, currently has 3 participants. Mental
Health Court, held in District Court, currently has 12 participants. Drug Court currently
has 32 participants. Ford feels the Judicial system is working well with the treatment
system.
The State is reviewing funding for treatment to make sure all Counties have enough
funding to provide services. The State is also reviewing policies for providing treatment.
Ford suggested Vince Marquis be added to the provider reports section as he is a
provider in Jefferson County and attending SAAB meeting on a regular basis.
Safe Harbor has begun having meetings with Ciela Meyer of Chimacum School to
discuss referrals for student's found to be using substances.
Mental Health Sam
Sam reported Jefferson Mental Health is scrambling to provide services. In some cases
appointments are being scheduled a month out. Sam estimates 1500 people currently
seeking services for Mental Health issues. Approximately 1 out of 20 people in Jefferson
County is currently receiving services. Sam voiced his concerns that funding sources
have not kept up with the number of clients seeking mental health services. Funding
sources have to be found as fiscal problems have already resulted in staff leaving
Jefferson Mental Health.
Youth Report Garin
No Report
VI. Old Business
Jail Relapse Prevention program Fran
Fran reported there continues to be 10-13 participants in the Jail Relapse Prevention
program. Meth use is up as it was higher than alcohol use for this reporting period as
Pat Wiggins report indicated 5 individuals incarcerated used Meth, 4 used alcohol and
1 used Heroin.

Drug Take Back totals Fran
Fran reported the Sheriff’s Department took in a total 56 lbs of medications in
January.

King County Take Back Ordinance John
John shared an email he had received from Anne Burkland of Councilmember Joe
McDermott's office. In her email she stated they are "moving forward with
implementation of the secure med return program". Their attorneys are currently in
discussion with opposing counsel and once any decision is agreed on, she will let
John know.
Recovery Community Recruitment Ford
Ford reported there are 2 people from the Recovery Community that have voiced an
interest in becoming SAAB members. He believes they should be able to be at the
next SAAB meeting.
VII. New Business
Drug Free Community Grant
Fran brought up the announcement of the Drug Free Community Grant opportunity.
Some concerns were voiced about the requirements of active participation, Coalition
members not currently ready to participate at the required level , and the need for
matching funds. It was agreed this opportunity would be "tabled.:
New Projects
Artis shared ideas on raising community awareness through musical events. He feels he
may have some contacts that could be beneficial to such an event. Artis will be providing
some firm ideas at the next meeting.
